Guangzhou Industry and Commerce Bureau officials on August 12 released a document to lower market entry conditions, which supports foreign funded companies and private enterprises to participate in state-owned enterprises’ (SOE) reform. The document supports SOE reforms and the development of stock right investments and new financial organizations. The document lowers the register capital of enterprises and groups in the city and gives priority to enterprises’ headquarters, branch establishments and annual checks.
