On December 11th, officials of the Guangzhou Municipality introduced eighteen measures, designed to stimulate domestic demand. Officials, reporting on government work to a delegation dispatched by the Central Government, presented the adopted measures to the Central and Provincial Governments of Guangzhou.

Priority was given to major projects under construction, or to be constructed, that will attract large sums of investment capital. So far, newly-added investments by the Central Government have been gradually allocated to Guangzhou, and the city shall take effective measures and high responsibility to strengthen management of said funds for efficient utilization of the investment.

The eighteen measures are as follows:

1. To promote construction of Asian Games-related projects;

2. To speed up construction of infrastructures like subways, airports, sea ports, passenger terminals and expressways;

3. To launch construction in four urban areas and to speed up renovation of old urban areas;

4. To speed up construction of infrastructures in rural areas;

5. To speed up management projects concerning water environment;

6. To speed up work concerning ecological, environmental, energy saving and reduction of emissions;

7. To speed up construction of low-rent, price-controlled and affordable housing;

8. To work for the steady and healthy development of the real estate sector;

9. To speed up projects concerning education, culture and health care and to increase investments in education;

10. To create more jobs and to establish relevant systems to deal with job supplies, unemployment forecasting and resettlement of laid-off workers;

11. To formulate measures to increase income for urban and rural residents and to increase living allowances for low-income families and needy people as related to price fluctuations;

12. To steadily strengthen social security concerns for urban and rural residents;

13. To launch major projects in pillar industries;

14. To make detailed assistance policies for enterprises;

15. To improve the ability towards self-innovation;

16. To steadily increase exports;

17. To attract investments from various channels;

18. To strengthen governmental staff awareness of service requirements and to improve administrative efficiency.
