Guangdong is going to spend 5 billion RMB on local universities in 5 years, aiming to create a team of leading academic institutes in China, according to 2015 Provincial Conference on Education on January, 5.
A new construction plan of Guangdong's higher education was unveiled on the conference. Luo Wei, the General Director of Education Department of Guangdong, vowed to establish several universities of national influence like Sun Yat-Sen University and South China University of Technology in 5-years time.
There are only 2 universities in Guangdong are adopted in China's 985 project, which is a nation’s leading university league. Sun Yat-Sen University remains top 10 in China, which has 1,600 foreign students enrolled, while South China University of Technology ranks China's top 30, also attracts global scholars.
The new plan reveals a 5 billion RMB budget will be available to construction of local institutes. Each regular university in Guangdong gets 10,000 RMB per student per year. Advanced university will have 12,000 RMB per student per year. It means if a university has 10,000 students enrolled, it is going to have at least 100 million RMB to explore its academic projects and other developing usages.
In addition to budget support, the project also gives details about Sino-foreign Cooperative Education in Guangdong. Luo said two international cooperation projects are going to launch in 2015, they are Technion Guangdong Institute of Technology, cooperated between Guangdong province and Technion Israel Institute of Technology, and a new university set up by Lomonosov Moscow State University, Beijing Institute of Technology and Shenzhen government.
The plan also stressed running education by law, following the latest policy from the central government. Luo said a power list and responsibility list which are strictly written according to current law will be released soon to enhance the administrative ability. The department has finished the former and waited for the approval from upper administration to unveil to the public.
There are 1.79 million undergraduate students and 86,600 postgraduates in Guangdong in 2014, showing a steady increase compare to the same period in 2013. Over 756,000 local students attended the collage entrance exam, ranking top in number in China for 2 consecutive years.
