The State Council published The Catalog of Government Approved Investments (2013) on 19th Dec, 2013, regarding the enterprise as the main role of investments. Referring to the announcement, this amendment has some improvements on management. For example, the government approval is no longer required for all foreign investments, as in some cases the investment only needs to be filed in the government. For foreign investment projects, apart from the projects which are categorized in restricted industries and the encouraged industries involving Chinese investors, all foreign investment will be treated as internal investments and follow the same institution of approval or filed. Moreover, for oversea investment, except the investments aiming at sensitive countries, areas, business and investments involving more than 1,000,000,000 USD invested by Chinese investors, other investments only need to be filed at the government. For the fundamental facilities for transportation, approval is cancelled if the enterprises intend to invest in an airport for civil use, while the authorities of approval for other facilities, such as railway and subway, have been relaxed to lower administrative office.
