On July 21, the administrative office for Guangdong Free Trade Zone (GD FTZ) announces the construction and implementation plan for GD FTZ emphasizing on institutional innovation and high-end industries clusters with high international standards.
Visions and Targets
Above all, GD FTZ will be a pilot zone for deepening the province’s cooperation with Hong Kong and Macao, a crucial hub in the 21st Maritime Silk Road and a leading place in China’s new round of reform and opening up.
Through three to five years of experimental reforms, GD FTZ will cultivate a legal, market-oriented and international business environment, establish a brand new open economic system, and to have deeper economic with Hong Kong and Macau.
Finally, it will make progress in legal environment, investment and trade facilitation as well as highly efficient regulation to become a pilot free trade zone in line with high international standards.
Division of Functions
Nansha Area of Guangzhou will prioritize shipping logistics, special finance, international trade, high-end manufacturing and other industries. It is to be established as a new modern industrial base with manufacturing service industry as the focus, and a world-leading comprehensive service hub.
Qianhai & Shekou Area of Shenzhen will prioritize finance, modern logistics, information services, science and technology services and other strategic emerging service industries. It is to be established as an experimental window to the world for China’s financial industry and become a significant base for global service trade and a international hub port.
Hengqin Area of Zhuhai will prioritize tourism, leisure and health, business financial services, culture, science, education and high tech, and other industries. It is to be established as an area of open and leading culture and education, and a leisure and recreation base for international commercial services, as well as create a new carrier that promotes appropriate and diversified economic development in Macao.
According to Zheng Jianrong, the director of the administrative office for GD FTZ, there are eight key missions including 62 projects need to be gave priority. The eight key missions are showed as follow:
1.To create a rule system for investment and trade to get with high international standards.
2.To build a fair environment for market competition under the protection of administrative system by law.
3.To have high standard of cooperation with countries and regions along the “One Belt and One Road”.
4.To build a deeper cooperation zone among Guangdong-Hong Kong-Macao.
5.To enhance the functional integration of international trade.
6.To improve the capability level of international shipping.
7.To further the opening up and innovation of finance.
8.To optimize the supporting customs supervision service and tax policy.
The remaining parts of the plan have clarified the duties for different specific administrations as well as corresponding departments to finish 112 tasks as schedules.
Besides, the three FTZ areas in Guangzhou, Shenzhen and Zhuhai have made their own construction plan. It is said that construction plan of three FTZ areas will have different focuses and under the guide of construction plan for GD FTZ.
