Shenzhen: Pilot Program of Foreign Equity Investment Enterprise

On March 5, 2013, Shenzhen Financial Bureau held a conference for the pilot program of foreign equity investment enterprise to explain relevant policies to the public. Last November, the Interim Measure on the Implementation of Pilot Program of Foreign Equity Investment Enterprise (“Interim Measure”) was promulgated, and the Instruction on the Pilot Program (“Instruction”) was issued, which launched the pilot program officially.

Qianhai District is the pioneer in the program and attracts foreign equity investment from renowned international PE. According to the Instruction, the foreign equity investor shall meet one of the following requirements: 1) in the last fiscal year, the assets it owns is no less than 100 million US dollars or the assets it manages is no less than 200 million US dollar; 2) it obtains the asset management certificate issued by Hong Kong Securities and Futures Commission (or overseas financial supervision authority); or 3) the scale of asset management ranks top 100 in the world
