The Zhuhai Housing & Urban-Rural Planning & Construction Bureau is publicizing the proposed Hong Kong-Zhuhai-Macao Bridge Zhuhai Port Regulatory Plan on its official website.
The comprehensive traffic plan states that the port will control and guide automobile sedans and insist on the principle of public transport priority. Once the greenlight is given, Zhuhai Port will have access to the bridge as well as an overwater wharf and underground urban rail transit, the latter two have been reserved in the plan.

Besides defining functional areas at the port, the plan also details traffic arrangements for the Zhuhai Port area on the created island. The 107.33-hectare area is connected to the main part of the Delta Bridge in the east, Zhuhai link line in the west, and Macao Checkpoint in the south. It comprises 73.11 hectares for port site, 9.46 hectares for business service facilities, 0.57 hectares for public utilities, and 24.19-hectare reserved land for development.
A statutory plan encompassed in the notice designates the port area, comprehensive support area, traffic center, transportation corridor, and business support area, 110kv substation, refuse transfer station, refueling station, and sewage pumping station.
In addition, the plan clarifies that the HZM Bridge and its Zhuhai link line form the artery of transportation for exit and entry of Hong Kong, Zhuhai, and Macao. The near-term vehicle lane of the port will mainly use a temporary bridge. Areas are reserved for Jiuzhou Avenue and Xingye Road tunnel portals.
Also planned is a Gongbei Bay middle volume bus loop line and a traffic center at the comprehensive support area. Access to a reserved underground urban rail will connect with the traffic center of the Port area and lead to the Macao Checkpoint.
