How NPC deputies' suggestions matter in driving real changes in China's industries

Wu Fengli, a tech entrepreneur, heads one of Guangdong's "seven robotics titans", a group of companies at the forefront of China's automation revolution. Now in his third year as a deputy to the National People's Congress (NPC)—China's top legislature and supreme organ of state power—Wu is leveraging his industry expertise to influence policymaking at the national level.

Each spring, nearly 3,000 NPC deputies from diverse backgrounds, including farmers, academics, and business leaders, submit motions and suggestions to help shape the country's policies. In 2024 alone, government departments processed more than 8,700 proposals put forward by deputies.

But how are these proposals developed? And do they translate into real changes? To find out, we spoke with Wu in Beijing about how NPC deputies fulfill their roles and whether their contributions truly have impact on policymaking and industry.
