"If we can raise the urbanization rate of the household registration population to approximately the same as that of the permanent resident population, it means that China's urban-rural dual structure will undergo a qualitative change." Huang Qifan, executive vice chairman of the Academic Committee of CIIDS, former mayor of Chongqing, said in his speech at the opening ceremony at the 8th Understanding China Conference.
Huang Qifan noted that this will be the timing when urban civilization and civil society will formally start to develop, to form, and to gradually mature in China, and that the Chinese society and culture with an agricultural civilization as the background for a long time, will gradually be shaped, reformed, and subverted by urban civilization and civil cities, and even replaced.
Starting from Dec 2 to 4, the 8th Understanding China Conference is being held in Guangzhou, Guangdong, themed 'Carry Through the Reform to the End: Chinese Modernization and New Opportunities for World Development', gathering approximately 600 attendees all over the world, ranging from former political leaders, scholars, entrepreneurs, to delegates of international organizations, to explore China's development path and its global impact.
