According to the meeting, Guangdong will greatly promote high-quality development and strive for economic and social development while emphasizing epidemic prevention and control.

Driven by the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) development, the province will comprehensively deepen reform and opening up and vigorously boost market confidence.

The comprehensive advantages of Guangdong, Hong Kong, and Macao will be given full play to build the GBA into a world-leading development hub. Cooperation in scientific and technological industries will be advanced, financial market connectivity will be promoted orderly, and major cooperation platforms like Hengqin, Qianhai, and Nansha will be strengthened.

Furthermore, it will establish and improve the mechanism for promoting high-quality development and foster a world-class business environment that is market-oriented, law-based, and internationalized, thus further unleashing growth momentum.

With the manufacturing industry as a priority, Guangdong will accelerate the upgrading of the industrial system to build the province into a manufacturing powerhouse.

Besides, the province will improve the level of “dual circulations” and better link domestic and international markets. Thus, the province set plans to optimize the foreign trade structure, encourage more foreign investment, improve outsourcing quality, develop close international investment and economic cooperation, and attract more global talent.

It will also effectively expand consumption and investment to fully unleash the potential of domestic demand and take a coordinated approach to push forward the development of education, science and technology, and talent.
