Guangdong implements measures to facilitate cross-border vehicle management

Starting from May 1, Guangdong will implement a set of new measures to facilitate cross-border vehicle management with Hong Kong and Macao, further promoting the integrated development of the Guangdong-Hong Kong-Macao Greater Bay Area.

Here are the details: 

1. Canceling the joint verification of tax payment when applying for different types of dual plates

For those who have already applied for investment-based plates, no tax payment verification shall be required when applying for other types of plates, such as qualification-based, talent-based, donation-based, or when applying for plates based on investment in high-tech enterprises.

2. Adjusting the validity period of qualification-based, talent-based, and investment in high-tech enterprises plates to be long-term effective

The validity period of qualification-based, talent-based, and investment in high-tech enterprises plates that have been applied for after April 15, 2019, will be extended from 5 years to the long term. When applying for an extension for the "Notice of Approval for Motor Vehicle Traveling and Driving across Guangdong, Hong Kong, and Macao," there is no need to provide relevant qualification certificates again.

3. Optimizing the inspection exemption measures for non-commercial vehicles from Hong Kong and Macao when applying for dual plates

The non-commercial vehicles with nine seats (included) registered in Hong Kong or Macao for the first time within six years are exempt from online inspections when applying for dual plates.

For non-commercial vehicles with nine seats (included) from Hong Kong and Macao that have already obtained dual license plates (excluding vans), only one online inspection is required within 10 years from the date of registration in Hong Kong or Macao. This means that proof marks can be directly applied without inspection in the 2nd, 4th, and 8th years, while in the 6th year, an inspection is required. After 10 years, an annual inspection is required.

Vehicles involved in accidents causing casualties, or that have been illegally modified and penalized by law, will still be inspected according to the original schedule.

4. Increasing the quota for drivers registering vehicles with dual plates

Eligible drivers can register dual plate vehicles they own. There is no limit to the number of vehicles.
