Updated rules for duty-free shipments from Hengqin to other parts of the Chinese mainland under new closed customs operations

In a recent announcement by Gongbei Customs, Guangdong Provincial Postal Administration, and the Executive Committee of Guangdong-Macao In-Depth Cooperation Zone in Hengqin, detailed guidelines have been issued regarding the management of postal items entering and leaving the cooperation zone.

The focus of the guidelines revolves around duty-free items, which are goods that are granted tax exemption upon entry into the cooperation zone through designated ports.
The scope of postal items entering and leaving the cooperation zone includes:

l Items sent to Hengqin through ports connecting Macao.

l Duty-free items sent from Hengqin to other parts of the Chinese mainland.

Recipients are now required to declare relevant information to customs through WeChat mini-programs, such as "Pocket Customs (掌上海关)" or "Pocket Customs Window (掌上单一窗口)".

When sending duty-free items from Hengqin to other parts of the Chinese mainland, the sender must truthfully declare the items in the "Declaration for Duty-Free Items Sent from Guangdong-Macao In-depth Cooperation Zone in Hengqin to Mainland China".

This declaration, printed by the postal service, comes in duplicate, with one copy retained by the sender and the other affixed to the outer surface of the package. Failure to attach this declaration to the package will result in the assumption that the items are non-duty-free.
Furthermore, the announcement specifies that postal items entering or leaving Hengqin must be handled by postal or courier service providers that meet the requirements of the "Measures of the Customs of the People's Republic of China for the Supervision and Administration of Inbound and Outbound Express Consignments." These regulations will be effective from March 1.
