Guangdong NPC deputy's motion on low altitude economy put into effect within one year

"The National People's Congress motion about the low-altitude economy that I made last year has received a prompt and resolute response from the departments in charge of the low-altitude economy under the National Development and Reform Commission and the relevant administrative departments in Shenzhen," Wen Gao, Director of Pengcheng Laboratory and Member of the Chinese Academy of Engineering, told GDToday in a recent interview.

As a deputy to the National People's Congress (NPC), Gao made a motion in March 2023 to support Shenzhen in establishing a "low-altitude economic demonstration zone," exploring the integrated operation and management mechanism of low-altitude airspace, stimulating low-altitude airspace resources, and setting an example for the reform of the low-altitude airspace economy in China.

In November 2023, the National Development and Reform Commission and other national departments jointly announced the promotion of innovative measures and typical experiences in the field of the low-altitude economy in Shenzhen.

Shenzhen has taken the lead in the development of the low-altitude economy. In Shenzhen, Bao'an, Longhua, Longgang, Nanshan, Futian, and Luohu districts have issued measures to develop a low-altitude economy.

On January 3, 2024, the Regulations on the Promotion of Low-Altitude Economic Industries in the Shenzhen Special Economic Zone, the first low-altitude economic regulation in China, were officially issued. It covers the construction of low-altitude flight infrastructure, the coordinated management of low-altitude airspace, low-altitude flight services, technological innovation, and safety management.

Gao confirmed the feasibility of opening-up in a low-altitude economy. He also praised the efficiency of promoting a low-altitude economy in China.

Regarding the development in Guangdong, Gao noted that Guangdong is paying more and more attention to science and technology in the overall economic development, introducing many resources for scientific and technological innovation.

Gao stated that Pengcheng Laboratory has conducted a study on building a highland of computing power with green energy in recent years, as computing power and energy are two hard currencies in the modern age of artificial intelligence.

Pengcheng Laboratory launched cooperation with Guangdong's Shaoguan in 2023, aiming to establish China's first computing power distribution center in the city. The computing, big data, and communication network facilities of Shaoguan will be connected to the China Computing NET, which will promote data communication in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) and contribute to establishing a computing ecosystem for South China.

As for new productive forces, Gao believes that a cluster effect for development is required. "For example, in terms of artificial intelligent robots, it is difficult for a single enterprise to achieve successful breakthroughs because it may involve chips, software, systems, data, and applications," said Gao. He suggests that the government connects different sectors to accelerate enterprise growth.
