Huizhou issues first housing voucher in urban village renovation

Huizhou issued its first housing voucher on April 25 in the Zhongkai High-Tech Development Zone, marking a significant milestone in the city's pilot housing voucher compensation program. The recipient promptly signed a commercial house subscription warrant with the developer, signaling the official launch of the new resettlement mechanism.

The housing voucher system replaces cash compensation with a "property purchase voucher" for residents affected by government land expropriation and house demolition. Similar programs in cities like Zhengzhou, Guangzhou, and Shanghai provide more housing options, reduce the need for large-scale resettlement housing, and help address challenges related to housing inventory.

This year's Huizhou government work report emphasized the use of special loans for urban village renovation and the exploration of the housing voucher system. The Zhongkai High-Tech Zone is leading the initiative by implementing the voucher system in two major projects: the Hantang Area urban village renovation in the China-Korea (Huizhou) Industrial Park & Tonghu Ecological Intelligent Area and the Chenjiang Subdistrict's Qingchun Village renovation.

To encourage participation, Zhongkai is offering a subsidy package for residents choosing voucher compensation. Benefits include up to 432,000 yuan per household, a one-time 12-month resettlement allowance, a 300-yuan per square meter subsidy for upper-floor units, and a 200-yuan per square meter property management fee subsidy. Voucher users who finalize property purchases and obtain ownership certificates will also receive a 3% policy bonus on the purchase price, within the voucher's value limit.

Zhongkai's housing vouchers will be issued digitally through a dedicated WeChat mini-program, allowing for online functions such as issuance, breaking apart, modification, redemption, and real-name authentication.
