Guangdong officially issued the "Opinions on Supporting Huizhou to Accelerate the Construction of a Green and Low Carbon Industrial System and Build a New Growth Pole for Guangdong's High-Quality Development" (hereinafter referred to as the "Opinions") on July 3, supporting Huizhou in building a global petrochemical industry highland and a first-class digital industry base in China. This will comprehensively improve its development level and build a manufacturing strong city, an innovative city, and a quality city with higher standards and levels.
As the fifth-largest city in the province in terms of total economic output, Huizhou adheres to the principle of prioritizing the real economy and leading the manufacturing industry. In recent years, Huizhou's economy has maintained an upward and positive development trend, with multiple economic indicators ranking among the top in the province.
As an important node city in the Greater Bay Area, Huizhou is adjacent to Guangzhou, Shenzhen, and Hong Kong, with unique location and spatial advantages. It is fully integrated into the Shenzhen metropolitan area and positioned as a subcenter. Therefore, Huizhou has the confidence, conditions, and solid foundation to create a new growth pole in Guangdong.
The Opinion endows Huizhou with four strategic positioning: a global petrochemical industry highland, a domestic first-class digital industry base, a benchmark for green, low-carbon, and safe development, and an open and inclusive modern quality city. At the same time, the development goals for two stages have been clarified: by 2027, the role of new growth pole for high-quality development will become more prominent, the construction of innovative cities will achieve significant results, urban-rural regional development will be more coordinated, and people's living standards will be further improved; By 2035, the two pillar industries of petrochemical energy, new materials, and electronic information will rank among the forefront of the world, further highlighting the connotation of high-quality modern cities.
The industrial economy is an important factor in the development of Huizhou. Huizhou has become the fifth "trillion dollar industrial city" in Guangdong. Nowadays, the electronic information and petrochemical energy new materials industries account for over 65% of Huizhou's industrial output value. From January to May 2024, the two industries achieved growth rates of 13.3% and 27.0% respectively, once again supporting the "basic foundation" of Huizhou's economy.
The Opinion proposes six key tasks regarding industrial development, technological innovation, and urban construction. These tasks include focusing on building a cluster of petrochemical energy and new materials industries, promoting intelligent and integrated manufacturing development, establishing a benchmark for green, low-carbon, and high-quality development, promoting the transfer and transformation of scientific and technological achievements in the Guangdong-Hong Kong-Macao Greater Bay Area, enhancing the smooth domestic and international dual circulation linkage effect, and building a high-quality modern city in GBA. Each key task includes several specific measures, totaling 21 items.
The Opinion also proposes four safeguard measures, which include granting some provincial-level economic and social management powers to Huizhou in accordance with the law and regulations, supporting Huizhou in fully utilizing local legislative power, and providing legal guarantees for deepening reform exploration. It also supports and encourages deepening reforms and pioneering efforts in key areas such as market-oriented allocation of factors, optimization of the business environment, and coordinated utilization of urban space.
Focusing on the mission and task of building a new growth pole for high-quality development in Guangdong, Huizhou has held two plenary sessions of the Municipal Party Committee this year to arrange and deploy, and has formulated corresponding implementation plans. Huizhou will concentrate its resources and efforts to build a "3+7" industrial park, accelerate the construction of a more core competitive "2+1" modern industrial cluster, adhere to scientific and technological innovation to promote industrial innovation, and cultivate and develop new quality productive forces.
