Recently, Guangzhou residents have reported receiving warning or penalty messages from the traffic police officers after their electric bicycles were captured committing traffic violations by electronic surveillance.

On the afternoon of November 30, staff from the Tianhe traffic police brigade said that the use of electronic surveillance to capture violations committed by electric bicycles had been implemented in the Tianhe district over half a month ago. Upon the first discovery of a violation, a reminder message would be sent; subsequently, if another violation of the same vehicle were recorded, it would result in a penalty notice, prompting the driver to appear at the traffic police brigade for further processing.
Citizens in Guangzhou are advised that they do not need to make appointments in advance to handle non-motor vehicle violations at the traffic police brigade. However, queues on-site early are recommended. During the process, the individuals are allowed to view the photographs captured by the surveillance devices at the time of the violation, and the traffic police will issue penalties based on the nature of the offense.
Previously, the Guangzhou Municipal Public Security Bureau revealed that it had implemented 11 sets of electric bicycle capture devices on selected road sections throughout the city. These capture devices in Guangzhou are capable of capturing traffic violations such as occupying motor vehicle lanes, wearing no helmets, carrying passengers, riding against the traffic flow, and running red lights.
In November 2023, the Guangzhou Municipal Public Security Bureau released a new draft for comments on e-bike regulations, which stipulated that for traffic violations by electric bicycles recorded by electronic devices, the traffic administration agency of the public security bureau would inform the vehicle owners to undergo investigation and processing within a specified period. If the vehicle owner refuses to comply with the processing, the traffic administration agency may impound the vehicle.
