The Guangdong-Hong Kong-Macao Greater Bay Area (GBA) will start the work of building a national hub node in the integrated nationwide computing network, according to a letter of reply from the National Development and Reform Commission (NDRC), Office of the Central Cyberspace Affairs Commission (OCCAC), Ministry of Industry and Information Technology (MIIT), and National Energy Administration (NEA) on February 7th.

A data center cluster will be built in Shaoguan, the north gate of Guangdong Province, with the Shaoguan Hi-Tech Industrial Development Zone as the starting point of the cluster.
The average loading rate of the data center aims to be no less than 65% and the value of PUE (power usage effectiveness) will be controlled within 1.25. The utilization rate of renewable energy will be increased significantly.

Centering on the Shaoguan Cluster, the GBA will accelerate the optimization of the computing power network, and actively meet the real-time computing power demand from cities like Guangzhou and Shenzhen.
It will also shift some businesses to the west so as to establish a real-time computing network hub for the South China and the whole country.
Starting from March, 2022, GBA will need to report the project’s progress at the end of each quarter to the NDRC and the other three central departments.
The project will mainly involve key enterprises in the data industry and boost the development of mega and large data centers, while building a green and low-carbon center, improving the quality of network services, enhancing the computing power as well as data security.
Last May, the plan to build national integrated computing network hubs in key areas such as the GBA was unveiled as part of the central government's ongoing efforts to accelerate the "new infrastructure" construction and promote green, high-quality development of the digital economy.
In 2021, Guangdong has built another 46,700 5G stations, boosting the total number up to 170,000, ranking first in China in this regard.
Moving ahead, Guangdong will roll out the 5G network to cover most areas of the Pearl River Delta and urban areas of all cities and counties in eastern, western and northern Guangdong, according to the latest government work report released on January 20.
