On December 6, the 4th Sino-Singapore Knowledge Forum was held in Guangzhou. This session is themed on "Opening up, Cooperation, Innovation -Innovative Resource Concentration in the Globalization". From the perspectives of the knowledge economy driving the scientific research and innovation, and specific practice of international innovation resource agglomeration and innovation wave under the internationalized opening up and cooperation, experts and scholars expounded on how to make good use of the international platforms of Sino-Singapore (Guangzhou) Knowledge City (SSGKC) to establish innovation-oriented steering development and cooperation with international renowned research institutes and transnationals, learn from the international advanced concepts and mechanism, fully release the innovation vitality and explore how to establish the innovation-driven development mode for the technological and economic development.
The positioning of Guangzhou on international scientific and technological innovation hub has received strong support from the global innovation resources, which embodies in the term of “hub”. Prof. Lam Khin Yong, Chief of Staff and Vice President (Research) of Nanyang Technological University told Nanfang Daily, “A hub must be a global and cross-border link and agglomeration.” In Nanyang Technological University, 70% professors come from other countries and they jointly create the first place of the number of citations made from international peer-reviewed journals in Asia. Ma Zhengyong, director of Guangzhou Science, Technology and Innovation Commission said at the international engineering forum “Craftsmanship and Innovation” that the first keyword of Guangzhou’s innovation is “international”. It is well known that development and innovation cannot be separated from an open vision and open thinking and active integration into the international innovation network. Efforts must be made to look for Guangzhou’s position and resources in the global innovation wave to promote Guangzhou’s innovation to the world.
How far can the innovation resources and innovation projects go in Guangzhou depends on how large the bearing carrier is. SSGKC is an iconic project of the Guangdong-Singapore cooperation, which centers on building a knowledge economy highland with global competitiveness. As for the industrial planning, SSGKC designs three sections, namely the knowledge transfer and R&D pilot scale test, knowledge service and high-tech enterprise headquarters, knowledge incubation and education and training, and aims to build four clusters, namely the Internet of Things information industry, medical device industry, testing and inspection technology and patent services, and international cooperation and innovation.
Huang Guoxiang, president of SSGKC Investment and Development Co. Ltd., pointed out that with six years of development, Sino-Singapore International Joint Research Institute, Centre of Excellence for Software Transfer and other international platforms will play a significant role of agglomeration. The global coordinated innovation hub can serve as the “tipping point” in the industrial transfer of high-tech research results on the one hand, and become the independent innovation smart base of China and the knowledge economy highland with global influence on the other hand.
