Guangdong rolls out major policy support to attract worldwide creators

The 2025 Content Creators Carnival was held on October 28 at the Guangzhou Cultural & Arts Centre under the theme "The Best Time to Create." Focusing on policy support, industry collaboration, and cultural innovation, the event built a platform for global creators to exchange ideas and grow together.

The carnival was guided by the Publicity Department of the CPC Guangdong Provincial Committee and the Cyberspace Administration of Guangdong Province, and hosted by Tencent.

On the event day, six districts in Guangzhou (Yuexiu, Haizhu, Tianhe, Baiyun, Huangpu, and Nansha) and four districts in Shenzhen (Futian, Nanshan, Bao'an, and Guangming), along with the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, officially launched a supportive policy package for high-quality content creation. This initiative includes free access to creative studios, traffic prioritization, financial incentives, and office space subsidies.



Guangzhou's Haizhu District plans to invest 40 million yuan annually to support digital entertainment, games, and other sectors. Nansha District offers tax incentives, rent-free incubation spaces, living allowances, and overseas expansion support, aiming to help creators go global.

Shenzhen's Bao'an District introduces awards of up to 10 million yuan for the industry, AI production grants, and incentives for micro-dramas and TV & film projects. Nanshan District provides rental subsidies, talent recruitment support, and resources for global content distribution.

Additionally, Tencent leverages platforms such as WeChat Channels, WeChat Stores, and China Literature to encourage sustained, high-quality original content creation. Creators will receive financial support through traffic prioritization and commercial advertising.

The Carnival gathered over 600 top content creators, MCN agencies, and mainstream media outlets. At the opening ceremony, representatives of high-quality creators, including CCTV News, Yigongzi, Baicai GG, Sir Film, and Canton One Two, shared their stories of creation.

From the perspective of many content creators, Guangdong boasts cultural treasures from three major groups—Cantonese, Chaoshan, and Hakka—along with abundant intangible cultural heritage, cuisine, and scenic spots. It also has a rich legacy of Cantonese songs and TV & film works, providing a wellspring of inspiration for content creation. It has nurtured numerous world-renowned leading enterprises such as Tencent, Huawei, BYD, TCL, Midea, DJI, and Shein, offering a broad platform for creativity and entrepreneurship.
