Guangdong's Huizhou targets diesel truck pollution to keep its skies blue

Huizhou is accelerating the green transformation of its transport sector by combining access restrictions with financial incentives to curb mobile-source pollution and further safeguard its signature "Huizhou Blue," according to the Huizhou Municipal Ecology and Environment Bureau.

To reduce emissions from high-polluting vehicles, Huizhou issued a notice on December 25, 2025, restricting National III diesel trucks, including those registered outside the city, with exemptions for emergency vehicles. The policy will be implemented in two phases: starting February 1, 2026, National III diesel trucks will be banned at all times from designated central areas of Huicheng, Huiyang, Daya Bay, and Zhongkai; from January 1, 2027, the restrictions will expand to central areas of Huidong, Boluo, and Longmen.

Alongside regulatory measures, Huizhou is strengthening incentives to encourage vehicle upgrades. The city is implementing provincial subsidy policies to support the early scrapping and replacement of old medium- and heavy-duty trucks. Vehicle owners who scrap or export eligible trucks at least one year ahead of schedule between July 1, 2025, and December 31, 2026, may receive subsidies ranging from 10,000 to 45,000 yuan. Those who replace them with pure electric or hydrogen fuel cell trucks within the province can receive an additional 35,000 to 95,000 yuan, bringing the maximum subsidy per vehicle to 140,000 yuan.

So far, 32 vehicles in the first batch have received a total of 1.05 million yuan in subsidies, while a second batch of 49 vehicles has completed review, with 1.694 million yuan in subsidies planned.

Huizhou will continue to strengthen policy outreach, subsidy services, and enforcement to ensure effective implementation, providing sustained support for cleaner air and a more livable, modern city.
