Guangdong enters 4.0 employment era: Attracting GBA talent & boosting industry-education integration

On March 16, an eye-catching "Nezha" coser made its debut at the Canton Fair Complex, drawing a large crowd of job seekers to inquire about position details at the Guangdong Human Resources Management Association (GDHRMA) booth. A large-scale job fair was held in Guangzhou as part of Guangdong's "Millions of Talents Gather in Guangdong" initiative. It attracted nearly 120,000 students from over 1,000 universities, both domestic and overseas, to register and participate.

Yang Jie (Jessica), President of the GDHRMA, was demonstrating the AI job application machine at the booth to job seekers. She explained, "This job-seeking booth utilizes Alibaba's Alipay information matching system. Job seekers only need to stand in front of the machine, authorize their faces via the Alipay mini-program to automatically generate an electronic resume, and then intelligently obtain matching job information. After selecting a suitable position, job seekers can submit their resume with one click on the machine, making resume submission as easy as ordering food delivery."

"In the current complex and ever-changing employment landscape, where enterprises seek to reduce costs, job market positions decrease, and there is a mismatch between graduates and corporate needs, the GDHRMA, under the guidance of the Department of Civil Affairs of Guangdong Province and the Human Resources and Social Security Department of Guangdong Province, strives to bridge the gap and enhance information transparency. This requires Guangdong to not only leverage its geographical advantages to actively build communication bridges between talents from Hong Kong and Macao and mainland enterprises but also promote deep integration of industry and education to address the mismatch between supply and demand in the job market," she elaborated.

Guangdong pools GBA talents by holding talent recruitment and labor relations program

"The association boosts the Guangdong-Hong Kong-Macao Greater Bay Area's development by partnering with business groups in Hong Kong and Macao, linking with nearly 100 firms, and signing cooperation agreements. Guangdong's location, similar food, and language make it attractive to Hong Kong talents. For example, MINISO, a Guangdong firm specializing in creative designs, needs Hong Kong talents, especially cultural IP designers. So, the GDHRMA held MINISO recruitment seminars at Hong Kong Polytechnic University and The University of Hong Kong in October-November 2024, attracting nearly 200 students." Jessica said.

"Guangdong not only brings big companies to campuses but also works to close the information gap on labor relations in the three regions. In February 2024, the GDHRMA launched a program to boost HR skills in the GBA and tackle issues from different labor laws. Over 50 representatives from Guangdong, Hong Kong, and Macao signed up. After online training, 30 formed six teams for a final offline event in Guangzhou. Industry representatives, scholars, and legal experts discussed common labor disputes. Teams analyzed cases and proposed solutions, offering useful ideas for managing cross-border labor relations in the GBA," she added.

Guangdong ushers in 4.0 employment era with industry-education integration

Jessica explained that since the "Hundred Cities, Thousand Associations, Ten Thousand Enterprises Support Employment" initiative started in Guangdong in 2022, the job market has evolved. "The 1.0 era was characterized by traditional job fairs where enterprises set up booths and talents attended interviews. The 2.0 era introduced order-based classes where enterprises placed orders with universities, and universities sent batches of students to work at those enterprises. The 3.0 era featured bringing enterprises onto campuses, allowing students to participate in some business operations of enterprises while still in school, with schools and enterprises jointly achieving KPIs. The current 4.0 era is marked by industry-education integration, where enterprises, based on their needs, directly enter schools as instructors, enabling students to access industry information and job skills while still in school," she said.

"Using the currently popular trendy toys as an example, if 50 IPs need production and promotion, we can host design competitions with universities and enterprises. Students team up and work under school-enterprise guidance. In the process, they learn about product design, packaging, marketing, and sales. Through hands-on experience, students gain industry knowledge, and enterprises get cost-effective promotion schemes. This fosters deep integration between industry and education," she continued.

"Furthermore, Guangdong is improving college students' job-seeking experience. Besides AI tools, the GDHRMA offers services like talent assessment, career advice, and skills training (such as interview attire and workplace communication). We're also promoting standardized HR development in the GBA, leading the creation of local standards and working with Hong Kong and Macao to develop 21 group standards, including communication skills training for the Greater Bay Area," she concluded.
