The Hengqin International Digital Intelligence Talent Development Base ("the Base") commenced trial operations on January 12. As a benchmark global project, the Base is anchored in Hengqin and Macao while extending its reach overseas, primarily focusing on Portuguese- and Spanish-speaking countries.

It serves as a dedicated platform for cultivating and supplying Information and Communication Technology (ICT) talent. The Base is projected to train over 3,000 learners annually, concentrating on key fields such as artificial intelligence, smart education, and the digital economy.
Leveraging the geographical, linguistic, and cultural advantages of the Hengqin-Macao region, it aims to provide targeted training and services, connecting with Portuguese- and Spanish-speaking regions to build a multilateral interactive international platform for digital intelligence talent.
An opening ceremony for its first training session was held at the China-Portuguese-speaking Countries Economic and Trade Center Park in Hengqin. This marks a new step for the Center in promoting cross-border cooperation, facilitating business expansion into Portuguese- and Spanish-speaking countries, and advancing talent cultivation.
The inaugural session attracted more than 60 participants, including digital intelligence professionals from countries such as Mozambique, Mexico, Uruguay, and Cuba, as well as talents from technology enterprises certified by the Macao SAR government.
During the ceremony, the Hengqin Industrial Investment Fund and the China-Portuguese & Spanish-speaking Countries Economic, Trade, and Industrial Development Investment Fund signed cooperation agreements with the Base operator, signifying that the tripartite cooperation has entered a substantive phase in areas such as financial support, resource integration, and project implementation.
As crucial investment and financing vehicles for the Center, the two funds will leverage their resource aggregation capabilities to support this initiative fully. This new model of integrating industry and talent aims to elevate China-Portuguese-speaking countries' economic and trade relations to a higher level.
