Key tasks for Guangzhou's Nansha in 2025

On February 27-28, the 6th session of the 4th People's Congress of Nansha District, Guangzhou City, was held. What remarkable achievements has Nansha District made in the past year? What are the high-quality development trends for this year? Here's a brief report to tell you.

2024 Work Review

- Nearly 90% of the first-phase tasks of the "Nansha Plan" have been completed.  

- The output value of shipbuilding and related equipment manufacturing increased by 12.5%.  

- The output value of semiconductor and integrated circuit enterprises above the designated size grew by 33.8%.  

- The added value of the core digital economy industry rose by 9.3%.  

- High-tech enterprises above the designated size ranked first in the city in growth rate.  

- The number of national major talent recruitment projects ranked first in the city.  

- 53,500 new enterprises were established, a 1.74-fold increase.  

- Visa-free foreign passengers entering through Nansha Passenger Port increased by 7.9 times.  

- Automobile import and export value grew by 44.9%.  

- Over 6,000 enterprises registered in the three pilot start-up zones.  

- The Nansha connection line of the Shenzhen-Zhongshan Link opened to traffic.

- Ten livelihood projects were delivered.  

- Tourist visits to the district doubled.  

2025 Expected Targets  

- GDP growth of around 5%.  

2025 Key Tasks 

1. Comprehensive Cooperation

- Achieve a number of visible, tangible, and landmark outcomes.  

- Double the number of Hong Kong and Macao residents and youth innovation teams compared to before the implementation of the "Nansha Plan."  

- Strive to become a second-batch national pilot city (county) for youth development.  

2. Industrial System  

- Integrate efforts to upgrade traditional industries, cultivate emerging industries, and plan for future industries.  

- Build the Greater Bay Area National Advanced Technology Center and Scenario Innovation Center to a high standard, releasing over 200 technical supplies and scenario demands province-wide.  

- Conduct technological transformations in over 100 industrial enterprises and digital transformations in 100 enterprises above designated size.  

- Develop the Mingzhu Bay Start-up Zone into a "strong magnetic field" for low-altitude economy development.  

3. Technological Innovation  

- Increase the number of high-tech enterprises to 1,600.  

- Accelerate the construction of the Innovation Zone Around HKUST (Guangzhou).  

4. Economic Development  

- Attract over 150 new investment projects annually.  

- Vigorously develop the cruise and yacht economy.  

- Promote the establishment of the Greater Bay Area Shipping Joint Trading Center.  

5. Business Environment  

- Build the Nansha International Section of the Guangzhou Bay Area Central Legal Services District.  

- Complete 1 million square meters of new industrial carriers.  

- Construct six major industrial parks to high standards.  

6. Urban-Rural Coordination  

- Launch urban quality improvement initiatives.  

- Plan and host high-level, large-scale cultural and sports events.  

- Aim to connect approximately 70 kilometers of municipal roads.  

- Advance the construction of the Guangzhou (Nansha) Agricultural Opening-Up and Cooperation Pilot Zone with high quality.  

7. Livelihood and Well-being

- Add 18,000 new urban jobs.  

- Provide over 2,000 new high-quality public school seats.  

- Promote the construction of the Greater Bay Area International Medical Center.  

- Build a regionally distinctive international consumption center.
