The Huizhou Science and Technology Bureau has drafted an action plan (2026–2030) to promote the high-quality development of tech incubators, aiming to enhance tech services, improve incubation efficiency, and drive the upgrade of traditional, emerging, and future industries.

The plan highlights five key actions: regionally-focused incubation, support for hard-tech enterprises, specialized incubator development, talent cultivation, and financial empowerment.
Under the regional characteristic incubation initiative, each county and district will establish municipal-level or higher incubators aligned with strategic emerging and future industries, serving as demonstration models and attracting high-quality innovation and entrepreneurship projects locally and beyond.
The plan stipulates one-time post-subsidies of 2,000,000, 1,000,000, 500,000, and 200,000 yuan for incubators rated excellent, standard, provincial-level, and municipal-level, respectively.
By 2030, the city aims for full coverage of municipal-level or higher incubators in all counties and districts, as well as incubators in all provincial-level and higher development zones.
