At
10 a.m. on September 24, the center of Typhoon Ragasa was located
over the northern South China Sea, about 170 kilometers
east-southeast of Yangjiang City, Guangdong.
It is predicted that Ragasa will move west-northwest at a speed of approximately 20 kilometers per hour in the next 24 hours and is expected to make landfall along the coast between Taishan in Jiangmen and Zhanjiang from the afternoon to the night of September 24.
Zhanjiang has already taken measures to suspend classes at 3 p.m. on September 23. It plans to suspend work across the entire city at 1 p.m. on September 24, and cease production, transportation, and business operations at 3 p.m. on the same day.

Additionally, Typhoon Bualoi formed over the ocean east of the Philippine Islands at 5 a.m. on September 24. It is expected to move northwestward, pass through Luzon Island in the Philippines around September 27 and enter the eastern part of the South China Sea. Its intensity is projected to gradually strengthen to typhoon level, and it will approach the eastern sea area of Hainan Island from September 28 to 29.
On September 24, western Guangdong, the central and southern parts of the Pearl River Delta (covering cities including Guangzhou, Foshan, Zhaoqing, Shenzhen, Dongguan, Huizhou, Zhuhai, Zhongshan, Jiangmen), and eastern Guangdong will experience heavy to extremely heavy rain, with localized torrential rain. The remaining areas will have moderate to heavy rain with localized heavy rain.

The periods of influence of winds above force 8 from September 24 to 25 are as follows: Eastern Guangdong will be affected for about 9 hours, from the daytime to the evening of September 24; eastern side of the Pearl River Delta will be affected for about 12 hours, from the daytime of September 24 to the first half of the night on the same day; the west of the Pearl River Estuary will be affected for about 22 hours, from the daytime of September 24 to the morning of September 25; and western Guangdong will be affected for about 24 hours, from the morning of September 24 to the morning of September 25.
On September 25, western Guangdong will see heavy rain turn into moderate to heavy rain, while the Pearl River Delta and eastern Guangdong will experience heavy rain turning into scattered showers. The remaining areas will have scattered showers with localized heavy rain.
