Report on the Work of the Guangdong Government

Delivered at the Fifth Session of the 14th Guangdong Provincial People's Congress on January 26, 2026

Fellow Deputies,

On behalf of the People's Government of Guangdong Province, I will now report to you on the work of the government for your deliberation and also for comments from members of the Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) and other attendees of this meeting.

I. Review of Work in 2025 and During the 14th Five-Year Plan Period

The year 2025 was of great significance for advancing Chinese modernization. It was also an extraordinary year in Guangdong's journey of reform and development. From November 6 to 10, General Secretary Xi Jinping paid an inspection visit to Guangdong, where he attended the opening ceremony of the 15th National Games and delivered a series of important speeches and instructions, which greatly inspired and encouraged officials and the public across the province.

Over the past year, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we resolutely implemented the decisions and arrangements of General Secretary Xi Jinping and the CPC Central Committee, conscientiously carried out the work plans of the State Council, and, under the correct leadership of the CPC Guangdong Provincial Committee and with the oversight and support of the Guangdong Provincial People's Congress and its Standing Committee and the CPPCC Guangdong Provincial Committee, fully delivered the "1+3+10" Development Scheme outlined by the CPC Guangdong Provincial Committee. With solid, dedicated effort, we delivered concrete results in driving continuous progress in Guangdong's high-quality development.

Major work accomplished includes the following:

1. Co-hosting the 15th National Games, 12th National Games for Persons with Disabilities, and 9th National Special Olympic Games with Hong Kong and Macao SARs. We organized a green, inclusive, open, and clean Games that was streamlined, safe and splendid, presenting to the people of the whole country a grand sporting event that showcased institutional strengths, fostered unity, highlighted the distinctive Greater Bay Area features, and embodied Lingnan culture. Related media coverage online generated over 61 billion clicks.

The thrilling competition, the continual breaking of records, the emblem formed by interwoven images of the kapok flower of Guangdong, the bauhinia of Hong Kong, and the lotus of Macao, the wildly popular mascots Xiyangyang and Lerongrong, the unique way of collecting the Games' Source Fire and the torch relay by humanoid robots, and the vivid, spectacular presentation of Lingnan culture during the opening ceremony of the Games, featuring the surging Pearl River tide, the gliding mythological Ao Fish, the dynamic Southern lion dances, and the melodious tunes of Cantonese music, all left a deep impression, highlighting the magnificent vitality of Chinese modernization in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) and the high-spirited morale of the Chinese people in the new era.

Bearing their mission with dedication and a strong sense of responsibility, the Guangdong delegation competed with courage and determination, achieving their best results in history. Here, on behalf of the People's Government of Guangdong Province, I extend my highest salutations to all builders, workers, and volunteers who devoted significant efforts and made important contributions to the successful hosting of the Games, and to all athletes who competed tenaciously and won glory for the province.

2. Promoting steady growth in the economy with good momentum across the province. The province's gross domestic product (GDP) grew by 3.9%, maintaining its top position in the country for 37 consecutive years. Local general public budget revenue increased by 3%. Total imports and exports of goods reached 9.5 trillion yuan, up 4.4%, contributing 24.1% of the national increment. The two sessions of the China Import and Export Fair (Canton Fair) attracted record numbers of overseas buyers, with on-site transaction volumes by the Guangdong delegation exceeding 10 billion US dollars at each session. Total trade in services exceeded 250 billion US dollars, growing by 12.5%. Actual use of foreign capital reached 112.66 billion yuan, up 11.3%, with 36,000 new foreign-funded enterprises established, an increase of 38.7%. The total output value of agriculture, forestry, animal husbandry, and fisheries grew by 4.9%. 

The number of industrial enterprises above the designated size reached 76,000, with an increase in their added value by 3%. A batch of major projects, such as the core of the BASF Zhanjiang Verbund Site, Phase I of ExxonMobil Huizhou Complex, CR Micro's 12-inch wafer production line, and Phase II of BYD's industrial park in Shenzhen-Shanwei Cooperation Zone were completed and became operational. Output of drones increased by 39%, accounting for 90% of the national total; output of industrial robots rose by 31.2%, accounting for 40% nationwide; and output of service robots increased by 11.2%, accounting for 80% nationwide. The output of new energy vehicles (NEVs) increased by 27.7%. 

Balances of RMB and foreign-currency deposits and loans at banking institutions reached 38.7 trillion yuan and 29.9 trillion yuan respectively. China Merchants Bank Financial Asset Investment Co., Ltd. and CITIC Financial Asset Investment Co., Ltd. commenced operations. A 100-billion-yuan provincial investment guidance fund for strategic emerging industries was established, and approval was secured for the national venture capital guidance fund to set up an over 50-billion-yuan regional fund in the Greater Bay Area.

Consumption was boosted through initiatives such as trade-in programs, and total retail sales of consumer goods reached 4.6 trillion yuan, growing by 2.8%. The "Travel with the 15th National Games" campaign was well implemented, with cultural and tourism, shopping, cuisine, and fitness maps of Guangdong released. The province is projected to receive 960 million tourist visits throughout the year, up 10.3%, generating total tourism revenue of 1.24 trillion yuan, up 12.5%. Border crossings reached 520 million person-trips, up 13.2%, with foreign visitors increasing by 34.9%. The number of vehicles, vessels, and aircraft arriving at and departing from the province reached 28,138,000.

Efforts were made to expand effective investment. The scale of newly issued special-purpose bonds and funds from new policy-based financial instruments ranked first nationwide. The scales of approved ultra-long-term special treasury bonds and central budgetary investment reached record highs. The Guangzhou-Zhanjiang High-Speed Railway was completed and opened to traffic, and the Guangzhou-Shanwei-Shantou High-Speed Railway was fully connected. Total high-speed rail mileage in operation in the province reached 3,411 kilometers, ranking first nationwide.

An additional 171.7 kilometers of metro mileage were put into service. Peak single-day metro passenger volumes in Guangzhou and Shenzhen metro networks reached 14.09 million and 13.05 million respectively, both setting new historical records. Expressways such as the Yangchun-Xinyi and Zengcheng-Tianhe expressways were completed, bringing total expressway mileage to 12,000 kilometers.

Terminal 3 of Guangzhou Baiyun International Airport and the third runway of Shenzhen Bao'an International Airport were completed and put into operation. Jieyang (Chaoshan) Airport became the province's fourth airport with annual passenger throughput exceeding 10 million. Total airport passenger throughput across the province reached 180 million, up 8.8%.  The number of international and regional destinations with civil aviation flights to and from Guangdong increased to 159, and international container liner routes rose to 496. Port container throughput reached 80.97 million TEUs, up 4.5%; air cargo and mail throughput reached 4.59 million tons, up 5.6%; railway freight volume reached 100,420,000 tons, up 4.2%; and railway passenger trips reached 440 million, up 5.8%.

3. Accelerating the deep integration of scientific and technological innovation with industrial innovation. We accelerated the development of the Greater Bay Area into an international science and technology innovation hub and a comprehensive national science center. Guangdong's R&D expenditure is expected to reach 535 billion yuan, up 4.9%, with R&D intensity of 3.6%. The province's number of valid invention patents, high-value invention patents, PCT international patent applications, and China Patent Awards all ranked first nationwide. The Shenzhen-Hong Kong-Guangzhou innovation cluster ranked first worldwide.

We advanced the systematic planning and development of multi-tier laboratories. Guangzhou Laboratory successfully developed and launched the world's first-in-class anti-influenza A PB2 drug. Breakthroughs were achieved in the research of advanced communications at Peng Cheng Laboratory. Dongguan Institute of Materials Science and Technology of Chinese Academy of Sciences, was officially inaugurated. Jiangmen Neutrino Experiment Station and Huizhou High-Intensity Heavy-Ion Accelerator were completed and put into operation. A new critical-care treatment project based on spallation neutron source technologies entered clinical trials.

Important progress was achieved in the development of Ascend 384 Supernode Cluster, Electronic Design Automation (EDA) software, and ultra-high-speed real-time oscilloscopes. Domestic alternatives replaced multiple foreign-made automotive chips. Breakthroughs were made in key technologies of humanoid robots, including hot-swappable autonomous battery replacement and high-dynamic motion control. Eleven enterprises were selected among the world's top 100 listed humanoid-robot companies. The low-altitude economy brought together more key enterprises in the industrial chain, with the number of takeoff and landing facilities increasing to 3,592, and flight volume reaching 20.61 million sorties.

The National Regional University-Industry Technology Transfer and Commercialization Center was established in Guangdong. We have built the Shenzhen Loop Area Institute (SLAI, National AI Institute), established three national pilot testing bases for AI applications, and seen 28 manufacturing pilot platforms included in the country's first batch of key cultivation projects for such platforms. Transaction volume at the China Hi-Tech Fair reached 170 billion yuan, facilitating on-site signings of 1,023 supply-demand matchmaking and investment-financing projects.

We promoted technological upgrading and digital transformation of 10,000 industrial enterprises. Dongguan was selected as a national pilot city for manufacturing technology upgrading. Foshan and Jiangmen were chosen as national pilot cities for digital transformation of SMEs. The number of global "Lighthouse Factories" and national excellence-level smart factories rose to 10 and 22, respectively, and the first national pioneer-level smart factory was established. Solid progress was made in developing the Shaoguan Data Center Cluster as a national hub. 

We accelerated the development of the Greater Bay Area into a high-level talent hub. Nine scientists were newly elected as academicians of the Chinese Academy of Sciences or the Chinese Academy of Engineering. The number of individuals selected under national and provincial major talent programs reached a record high. The "Millions of Talents Gather in Guangdong" Initiative attracted more than 1.1 million graduates to work or start businesses in Guangdong. The number of R&D personnel across the province reached 1.59 million, and the number of high-skilled workers reached 8.43 million, both ranking first nationwide.

4. Continuously optimizing and upgrading the business environment. We systematically reviewed and comprehensively optimized approval and filing services for enterprises. Processing times for 891 provincial-level items reached the best level nationwide. Solid progress was made in improving one-stop government services, with two additional batches of key measures implemented. The operation and management mechanisms of the 12345 Government Service Hotline were improved, and government service systems have become more convenient, efficient, and intelligent.

We improved mechanisms for officials at all levels to comprehensively connect with and serve enterprises. Flat-structured government-enterprise liaison WeChat groups were established at all administrative levels, covering 210,000 enterprises above designated size in four categories. We proactively helped enterprises of all sizes address difficulties and supported enterprises in expanding markets by hosting events such as the China (Shenzhen) International Cultural Industries Fair, China International Small and Medium Enterprises Fair, the Global Artificial Intelligence Machines and Electronics Expo, and the Guangdong Quality Products Exhibition.

We carried out special actions to standardize administrative law enforcement involving enterprises, and made a strong push to address overdue payments owed to enterprises. We made every effort to reduce costs and improve efficiency for enterprises: electricity costs for industrial enterprises fell by 6.8%, total social logistics costs as a share of regional GDP dropped to around 13.6%, and outstanding balances of manufacturing and technology loans both grew by 11.7%.

Newly registered market entities reached 3.2 million, up 13%, bringing the total to 20,377,000, including 9,298,000 enterprises. Forty-seven national manufacturing single-product champions and 688 specialized and sophisticated "little giants" that produce novel and unique products were newly cultivated. The number of high-tech enterprises is expected to reach 74,000, and that of tech-based SMEs reached 56,000. A total of 45 companies were newly listed domestically and overseas, bringing the total to 1,224. The number of Guangdong enterprises on the Fortune Global 500 list increased to 18.

5. The "High-Quality Development Project for Counties, Towns, and Villages" achieving initial results after three years. We optimized and adjusted the revenue-sharing ratios between the province, cities and counties, effectively promoting the devolution of fiscal resources. Over the past three years, 57 counties and county-level cities outpaced the provincial average in GDP growth and collectively recorded a net population inflow. Boluo County's GDP exceeded 100 billion yuan. The number of county-level (counties, county-level cities and districts) State-owned enterprises with AA credit rating or above increased to 260, and Maoming was selected as a national pilot city for deepening inclusive financial reform. 

We comprehensively carried out the "Beautiful Guangdong Counties" urban design initiative, added 22 new pilot projects for new-type urbanization, eight county-wide pilots for integrated development of agriculture, culture, and tourism, and newly cultivated 407 model towns, 2,519 model villages, and 25 model village clusters. Rural housing appearance has been improved for 264,000 households cumulatively, and the treatment rate of domestic sewage in administrative villages rose to over 90%. Total grain output reached the highest since 2006, with record-high yields per unit area. The province earned an excellent rating in the national assessment of cultivated land protection and food security responsibility.

Output of specialty agricultural products such as lychee and pomelo continued to grow. Through the "Media+"  approach, agricultural brands were upgraded and sales expanded. Yunfu Luoding and Maoming Huajuhong national GI (geographical indication) protection demonstration areas were newly established. New breakthrough varieties were developed for Simiao rice, broiler chickens, and other products. The contribution rate of science and technology to the province's agricultural growth exceeded 74%. Construction was launched on seven provincial-level fishing-port economic zones, and 2,000 gravity-based deep-water net cages were added. Total aquatic product output reached a record high.

6. Making every effort to safeguard and improve people's well-being. The Ten Livelihood Programs were accomplished. Per capita disposable income of residents rose to 54,000 yuan, up 4.3%. Urban employment increased by 1,494,000, exceeding the national target, and the average surveyed urban unemployment rate stood at 5.0%. We added 500,000 public school places in basic education, established three new undergraduate-level vocational institutions, and saw 16 higher vocational colleges selected for the second phase of the "Double High" Plan for High-Level Vocational Schools and Key Disciplines with Distinctive Chinese Characteristics. Greater Bay University was officially established.

We added 7,000 hospital beds. Forty-nine grade-3A public hospitals received A-level or higher ratings in national performance evaluations, ranking first nationwide. We conducted extensive patriotic health campaigns and achieved effective prevention and control of chikungunya fever and other infectious diseases. We gradually implemented the policy of free education in the year prior to entering primary school, benefiting 1.68 million children, fully implemented childcare subsidy policies, and remained the only province with more than one million newborns for six consecutive years. 

Major cultural facilities such as the Greater Bay Area Culture and Sports Center in Nansha District, Guangzhou, Shenzhen Bay Cultural Square, and Zhanjiang Cultural Center were completed, and 58 individuals were newly recognized as national-level intangible cultural heritage representative inheritors. Five prefecture-level cities and five county-level cities were newly designated as National Civilized Cities, and 19 cities at prefecture-level and above and two counties were honored as model cities (counties) in promoting mutual support between the military and the government and between the military and the people. All tasks related to ensuring timely housing delivery were completed, and reforms to defuse risks at high-risk financial institutions progressed steadily.

We strengthened dispute prevention, mediation, and resolution, achieving an administrative reconsideration resolution rate of 90%. We proactively prevented and cracked down on all kinds of illegal and criminal activities in accordance with the law, with criminal and public order offenses, fraud-related cases, and drug-related cases down by 17.7%, 17.4%, and 68%, respectively. With concerted efforts across the province and strict vigilance, we successfully responded to 22 rounds of heavy rainfall and 15 typhoons, including Ragasa, effectively safeguarding people's lives and property.

Fellow Deputies,

After five years of continuous hard work, the province's 14th Five-Year Plan was successfully concluded. Over the past five years, we have effectively responded to major global changes and the COVID-19 pandemic, both unseen in a century. For three consecutive years, we convened province-wide high-quality development conferences on the first working day after the Spring Festival. Staying committed to the overarching goal of taking the lead in advancing Chinese modernization, we energized the three driving forces of reform, opening up, and innovation to achieve ten breakthroughs, thereby ensuring a strong start to the new journey toward the second centenary goal.

These five years have seen sustained growth in economic strength. The province's GDP increased from 11.37 trillion yuan to 14.58 trillion yuan, while per capita GDP rose from 90,000 yuan to 110,000 yuan. The ratio of the primary, secondary, and tertiary sectors stood at 4.0:37.7:58.3, with the primary sector's value-added rising to second place nationwide. The shares of value-added of advanced manufacturing and high-tech manufacturing in the value-added of industrial enterprises above the designated size increased to 56.2% and 34.7%, respectively. Value-added of modern service industry accounted for 64.9% of the service sector's value-added, and the scale of the digital economy remained first nationwide. Local general public budget revenue increased from 1.29 trillion yuan to 1.39 trillion yuan. Total imports and exports exceeded eight trillion yuan and nine trillion yuan in succession, while the annual actual use of foreign capital consistently remained above 100 billion yuan.

These five years have seen greater advancement in the development of the Guangdong-Hong Kong-Macao Greater Bay Area. The economic output of the Greater Bay Area is expected to exceed 15 trillion yuan. Initiatives such as the GBA Standards, the GBA Certification, the Hong Kong and Macao Medicine and Equipment Connect, and the Cross-Boundary Wealth Management Connect were effectively implemented, and 198 high-frequency government services can be handled across borders. Inter-connectivity projects, including the Shenzhen-Zhongshan Link, Huangmaohai Link, Guangzhou Baiyun Railway Station, and Qingmao Port, were completed. Cumulative traffic under programs such as "Northbound Travel for Hong Kong Vehicles", "Northbound Travel for Macao Vehicles", and "Southbound Travel for Guangdong Vehicles" reached 8.32 million trips, with traffic volumes on the Hong Kong-Zhuhai-Macao Bridge repeatedly hitting new highs. One-hour connectivity among major GBA cities was basically achieved.

Participation by Hong Kong and Macao residents in Guangdong's medical insurance programs reached 430,000 person-times, and participation in the province's pension, unemployment, and work-related injury insurance reached 354,000 person-times. The number of Hong Kong and Macao students studying in Guangdong reached 116,000. Hengqin's role in supporting Macao's appropriately diversified economic development became increasingly evident, as did the effects of the expanded Qianhai zone. Development of Nansha gained momentum, and coordinated development of the Hetao "One Zone, Two Parks" advanced steadily. We secured national policy support to enable Shantou to leverage its strengths as a major hometown of overseas Chinese in contributing to the development of the Greater Bay Area, and to support Meizhou in building a pilot zone to integrate the former revolutionary base area into the Greater Bay Area. As a result, radiating effect of the Greater Bay Area in leading the development of neighboring areas has been further strengthened. 

These five years have seen the mutually reinforcing development of industry and science and technology. Regional innovation capacity ranked first nationwide for nine consecutive years, with the full-process innovation chain developing at a faster pace. Breakthroughs were achieved in breaking foreign monopolies such as the HarmonyOS operating system, Kirin high-end chips, extracorporeal membrane oxygenation (ECMO) systems, high-end MRI equipment, high-end surgical robots, and key equipment for display manufacturing. Major engineering equipment and projects that contribute to national strength, including the "Mengxiang (Dream)" Vessel, China's first domestically built?ocean drilling vessel, were completed and commissioned. The ownership of invention patents per 10,000 people increased from 28 to 70 patents. Work quality assessments received national A ratings for ten consecutive times. A total of 23 major industrial projects with respective investments exceeding 10 billion yuan, including the China National Petroleum Corporation Jieyang Refinery-petrochemical Integration Project, were completed and put into operation. Seven large-scale industrial clusters including Zhaoqing stepped up efforts in developing into advanced manufacturing hubs. A total of six national manufacturing innovation centers and three national industrial innovation centers were established. Eight national advanced manufacturing clusters and 30 national distinctive industrial clusters of SMEs were cultivated. Among the 104 industrial products with officially released national output data, Guangdong accounted for over 10% of the national total in 44 products, over 20% in 23 products, and over 30% in 11 products.

These five years have seen increasingly strong reform momentum and opening-up vitality. Groundbreaking and pioneering reforms advanced comprehensively. Forty-seven proven practices from the Shenzhen Pilot Demonstration Area of Socialism with Chinese Characteristics and 48 from Shenzhen comprehensive reform pilot were promoted nationwide. The nine mainland cities of the Greater Bay Area were approved as pilots for comprehensive reforms on market-based allocation of production factors.

Reforms in key areas such as digital government and fiscal affairs took the lead, and Guangdong was recognized as the province with the best reputation for business environment nationwide for four consecutive years. A territorial and spatial planning system was fully established, comprehensive land consolidation was implemented across the province, and 1,716,000 mu (about 114,400 hectares) of approved but unsupplied land and 183,000 mu (about 12,200 hectares) of idle land were handled. State-owned enterprise (SOE) reform achieved notable results, with total assets of provincially supervised SOEs increasing by 64.1% in five years, and centralized and unified management of state-owned assets of provincial-level administrative and public institutions being realized.

Two new national economic and technological development zones and two comprehensive bonded zones were added. Guangzhou and Shenzhen have been approved for comprehensive pilot programs for further opening-up of the service sector. Forty-three reform and innovation achievements of the China (Guangdong) Free Trade Pilot Zone were promoted nationwide. Imports and exports with Belt and Road countries and regions increased by 38%, and the number of China-Europe freight train services grew by 39.6%. The number of international sister cities and foreign consulates general in Guangzhou rose to 214 and 69, respectively.

These five years have seen new progress in coordinated urban-rural and regional development. The High-Quality Development Project for Counties, Towns, and Villages effectively stimulated development vitality at the county, town, and village levels. The share of permanent urban residents in the total population rose to 76.58%, ranking first among all provinces, municipalities and autonomous regions, and the income ratio between urban and rural residents narrowed from 2.50:1 to 2.27:1.

Across 15 major platforms for industrial transfer, 2,200 projects were implemented, totaling 720 billion yuan in investment. A total of 24 national modern agricultural industrial parks and 12 national competitive and distinctive industrial clusters were established. 30,000 kilometers of "High-quality Rural Roads" under sound construction, management, maintenance and operation were built, and dual-lane road access reached 94% of administrative villages. 90.5% of rural population were covered by the large-scale rural water supply projects, and the sanitary toilet coverage rate among rural households reached 97%. The total volume of rural collective assets ranked first nationwide.

A total of 316 provincial administrative powers were devolved to county levels, and all counties are now under direct provincial fiscal administration. 17.9 billion yuan was invested from a new round of intercity horizontal cooperation and assistance, while 62 provincial vertical support groups implemented over 1,000 key projects. Tangible progress was seen in initiatives such as stationing officials in townships to assist the development of towns and villages, forming close support partnerships in education and healthcare, "Pairing 100 Universities with 100 Counties" program for the High-Quality Development Project for counties, towns and villages, and the "Thousands of Enterprises Supporting Thousands of Towns, Tens of Thousands of Enterprises Revitalizing Tens of Thousands of Villages" program, consolidating and expanding achievements in poverty alleviation. Assistance to Xizang and Xinjiang, along with paired cooperation, delivered notable results, with east-west collaboration assessments receiving "Good" ratings for four consecutive years.

These five years have seen a new chapter unfold in building a "Green and Beautiful Guangdong". The six major actions for ecological conservation under the "Green and Beautiful Guangdong" Initiative were comprehensively implemented. A total of 11.05 million mu (about 736,667 hectares) of forest stand improvement and 11.11 million mu (about 740,667 hectares) of forest tending were completed, and 39 million trees were planted in villages, contributing to a  forest coverage rate of 53.4%. The green coverage rate in urban built-up areas reached 41.2%, with 7,960 kilometers of greenways and 330 kilometers of green belts completed. A total of 4,931 hectares of mangroves were established, and the International Mangrove Center was set up in Shenzhen. Wanlyu Lake in Heyuan was rated a national 5A-level tourist attraction. 

The pollution prevention and control campaign was rated "Excellent" in national evaluations for five consecutive years, with significant progress made in rectifying issues identified during the central ecological and environmental inspections. The annual average PM2.5 concentration was kept at around 20 micrograms per cubic meter. All surface water sections met or exceeded Grade IV standards, with the excellent and good water quality rate rising to 94.6%, and air, marine, and water environmental quality all reached the best levels on record. Newly built underground pipelines and corridors for domestic sewage and other wastewater treatment totaled 99,000 kilometers. Total domestic waste treatment capacity increased to 169,000 tons per day, exceeding daily waste collection volume, while hazardous waste utilization and disposal capacity rose to 14.59 million tons per year. The strictest water resources management system was implemented, earning excellent ratings in State Council assessments for four consecutive years. Large-scale dredging of ponds and rivers was carried out for three consecutive years. 

Urban natural gas coverage rose from 45.8% to 77.3%. Cumulative trading volume of carbon emission allowances ranked first among regional carbon markets nationwide. The share of installed renewable energy capacity increased from 23.3% to 40.4%. New-type energy storage achieved breakthroughs in large-scale deployment, offshore wind power capacity ranked first nationwide, and nuclear power capacity accounted for 25.8% of the national total.

These five years have seen continuous improvement in the quality of people's lives. We implemented the Ten Major Initiatives for People's Livelihood, with spending on people's well-being accounting for over 70% of the general public budget expenditure. Per capita disposable income of residents grew by 30.8% over the past five years. A total of more than seven million new urban jobs were created, accounting for about one-tenth of the national total, and 43.86 million migrant workers from other regions achieved stable employment in Guangdong.

Public school places in basic education increased by 3.26 million. The gross enrollment rate in higher education rose from 53.4% to over 63%. Eight universities were selected for the new round of the "Double First-class Initiative" (world-class universities and disciplines). Guangdong Vocational Education City (Qingyuan) took initial shape. Undergraduate universities, higher vocational colleges, and technical colleges achieved full coverage across all 21 prefecture-level cities. A total of 50 high-level hospitals were built. Average life expectancy rose to over 80 years. A total of 3,897 elderly meal service sites were established and opened in an orderly manner to certain age groups. The number of individual pension accounts ranked first nationwide.

Value added of cultural and related industries continued to rank first nationwide. A host of high-quality literary and artistic works won national-level awards. Landmark cultural facilities, including the Guangzhou Branch of the National Archives of Publications and Culture and the Bai'etan Greater Bay Area Art Center, were completed and put into use. Public cultural facilities are now available at all five administrative levels, and 28,000 centers (institutes, stations) for the practice of civilization in the new era were established. Chaozhou was selected as a national demonstration zone for cultural relics protection and utilization.

Athletes from Guangdong achieved outstanding results in domestic and international competitions, and the public fitness service system continued to improve. Enrollment in employee medical insurance exceeded 51 million, while the coordination levels and benefit standards of social insurance and medical insurance have seen steady improvement. The pilot program for occupational injury insurance covered 6.96 million workers in new forms of employment. Drug prices returned to reasonable levels, and social assistance standards were further raised. A total of 1,554,000 units (rooms) of government-subsidized housing were built or secured, and renovation work was launched on 11,000 old urban residential communities. 

Major projects, including the Pearl River Delta Water Resources Allocation Project and the Hanjiang-Rongjiang-Lianjiang River System Connection Project, were completed, and reinforcement tasks of dangerous reservoirs were finished two years ahead of schedule. The number of workplace safety accidents and fatalities continued to decline significantly. The public security situation has been improving steadily. New progress was made in national defense mobilization, preferential treatment and resettlement for service members, and the unity between the military and the government and between the military and the people. Comprehensive progress was made in work related to ethnic and religious affairs, trade unions, the Communist Youth League, women and children, persons with disabilities, advisory and cultural-historical affairs, public complaints, local chronicles, archives, geology, seismology, and meteorology.

Over the past five years, we have acquired a deep understanding of the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We became more conscious of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership, stayed confident in the path, theory, system, and culture of socialism with Chinese characteristics, upheld Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and upheld the Central Committee's authority and its centralized, unified leadership. 

We fully followed the Party's leadership in all aspects and the entire process of government work. We carried out in-depth education on Party history, launched initiatives to gain a good understanding of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and act on it,  rolled out the initiative to increase awareness of Party discipline, and the education campaign to implement the central Party leadership's eight-point decision on improving work conduct. We advanced full and strict Party self-governance throughout the government system. We timely reported our work to the Guangdong Provincial People's Congress and its Standing Committee, briefed the CPPCC Guangdong Provincial Committee on relevant affairs, and diligently handled the proposals of People's Congress deputies and CPPCC members. We advanced law-based government administration, achieving new progress in improving government capacity and conduct.

Fellow Deputies,

Over the course of these five years of development, we are much more keenly aware of  the profound care and support that General Secretary Xi Jinping has given to the people of Guangdong, his constant concern for the province, and his earnest expectation that Guangdong remain at the forefront of Chinese modernization. All achievements Guangdong has made were only possible under the strong leadership of General Secretary Xi Jinping and the CPC Central Committee, under the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and through the CPC Guangdong Provincial Committee rallying the people of the whole province to strive together and press forward.

Here, on behalf of the People's Government of Guangdong Province, I would like to extend my sincere gratitude to the people of the whole province, all People's Congress deputies and CPPCC members, all other political parties, people's organizations, and public figures from all sectors of society; to central institutions stationed in Guangdong, officers and soldiers of the People's Liberation Army and the People's Armed Police Force, public security officers and firefighters; and to compatriots from Hong Kong, Macao, and Taiwan, overseas Chinese, and international friends.

At the same time, we remain soberly aware that many longstanding issues and new challenges persist in our province's economic and social development. Impact of changes in the international environment continue to increase, the potential of domestic demand remains to be fully tapped, the momentum for investment growth remains insufficient, and the alignment between supply and demand needs improvement. Weak links remain in building a modern industrial system, and industry and product structures require further optimization. The task of replacing old growth drivers with new ones remains arduous, and the overall effectiveness of the innovation system remains insufficient. 

Greater efforts are required to advance all-around reform and further opening-up, and the business environment still has room for improvement. Imbalances and inadequacies in urban-rural and regional development call for sustained, long-term efforts, and bottlenecks persist in the integration within city clusters and within metropolitan areas. 

Much work remains to be done in supporting enterprise production and operations and promoting employment and income growth, and shortcomings persist in people's well-being. There is still a gap between the quality and effectiveness of government work and public expectations. The capabilities, sense of responsibility, and work conduct of government staff need further improvement. We will take resolute and effective measures to address and rectify these issues.

II. Major Goals and Key Tasks for the 15th Five-Year Plan Period

The 15th Five-Year Plan period will be a critical stage for laying a solid foundation and making all-around efforts toward the basic realization of socialist modernization. It will also be a pivotal period for Guangdong to cultivate new strengths and achieve new breakthroughs.

Both China as a whole and Guangdong in particular face profound and complex changes in the development environment. On the one hand, global transformations unseen in a century are accelerating, momentum for global economic growth remains weak, and changes in the international landscape are exerting deep impacts on domestic development. Uncertainty and unpredictability are increasing along the way, and we must be fully aware of the difficulties, problems, risks and challenges. On the other hand, we must also seize strategic opportunities. A new round of scientific and technological revolution and industrial transformation is driving breakthroughs and creating abundant opportunities. China's economy is built on a solid foundation, with many strengths, strong resilience, and great potential. The underlying conditions and fundamental trend supporting its long-term positive development remain unchanged.

Situated at the forefront of reform and opening up and at a key juncture linking domestic and international circulation, Guangdong enjoys the cumulative policy advantages of major national strategies including the development of the Guangdong-Hong Kong-Macao Greater Bay Area. Under the new development pattern, Guangdong possesses superior geographical advantages, a large-scale, well-developed, and complete industrial base, outstanding strengths in industrial and technological innovation, first-mover advantages in emerging and future industries across many fields, a favorable natural ecological environment, a first-rate market-oriented, law-based, and international business environment, and a large and relatively young population. Therefore, Guangdong is fully capable of achieving even higher-quality and more sustainable development. We are fully confident in this regard.

In accordance with the decisions and arrangements of the Fourth Plenary Session of the 20th CPC Central Committee and the Seventh and Eighth Plenary Sessions of the 13th CPC Guangdong Provincial Committee, and pursuant to the Recommendations for Formulating the 15th Five-Year Plan for National Economic and Social Development of Guangdong Province, the Provincial Government prepared the Draft Outline of the 15th Five-Year Plan for National Economic and Social Development of Guangdong Province and hereby submit it to the Congress for review and deliberation.

The guiding principles for Guangdong's economic and social development in the 15th Five-Year Plan period

We must remain committed to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development, and fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We must thoroughly study and apply the guiding principles of the 20th CPC National Congress and the plenary sessions of the 20th CPC Central Committee. 

We must earnestly implement General Secretary Xi Jinping's important speeches and instructions regarding Guangdong. Focusing on the goal of building a great modern socialist country in all respects and realizing the second centenary goal, we will advance the great rejuvenation of the Chinese nation through Chinese modernization. We will, under the correct leadership of the CPC Guangdong Provincial Committee, devote ourselves to the overarching goal of staying at the forefront in advancing Chinese modernization. We will remain committed to the overall task of resolutely shouldering major responsibilities and comprehensively building the province's strengths in all sectors and respects. 

We must ensure the coordinated implementation of the Five-Sphere Integrated Plan to promote economic, political, cultural, social, and ecological advancement, and the Four-Pronged Comprehensive Strategy to build a modern socialist country, deepen reform, advance law-based governance, and strengthen Party self-governance. We must keep in mind both domestic and international imperatives, fully and faithfully implement the new development philosophy in all respects, actively serve and integrate into the new development pattern, and adhere to the general principle of pursuing progress while ensuring stability. 

We will continue to pursue economic development as our central task, with high-quality development as our main focus, reform and innovation as the fundamental driving force, meeting people's ever-growing needs for a better life as our fundamental goal, and full and rigorous Party self-governance as the fundamental underpinning for all our efforts. 

We will thoroughly implement the "1+3+10" Development Scheme outlined by the CPC Guangdong Provincial Committee, effectively pursue higher-quality economic growth and appropriately increase economic output, and make solid headway toward well-rounded development for the people and common prosperity for all. We must ensure the province's leading position in total economic output and serve as a model for high-quality development, demonstrating our commitment to taking the lead, playing an exemplary role, and bearing major responsibilities as a pillar of growth, so as to secure decisive progress toward the basic realization of socialist modernization.

Main targets for economic and social development in the 15th Five-Year Plan period

We should see average annual GDP growth of around 5%, remarkable progress in high-quality development, significantly enhanced capacity for self-reliance and strength in science and technology, more coordinated urban-rural and regional development, breakthroughs in further deepening reform and opening up, significant progress in civility throughout society, continuous improvement in the quality of people's lives, more pronounced results in building a Green and Beautiful Guangdong, and a more solid foundation for secure development.

Looking ahead, over the 13 years from the 20th National Congress of the CPC to the year of 2035, Guangdong will basically realize socialist modernization. The province's economic output will double, per capita GDP will be on par with that of mid-level developed countries, living standards will rise significantly, and the province's economic strength, scientific and technological capabilities and comprehensive strength will reach new heights. With confidence and vitality, Guangdong will press ahead at the forefront of Chinese modernization.

In government work, we must focus on the following five aspects:

First, promoting economic development as the central task. Taking economic development as the central task is essential to national rejuvenation and provincial strength. Only by promoting sustained and sound economic growth can we consolidate the material foundation for economic prosperity, people's well-being, and social harmony and stability. We must always regard economic work as the theme running through all other tasks, which should be subordinated to and serve this central task.

Second, advancing high-quality development as the primary task. We must fully, accurately, and comprehensively implement the new development philosophy and actively participate in building a new pattern of development with domestic circulation as the mainstay, with domestic and international circulations reinforcing each other. We will accelerate the cultivation and development of new quality productive forces while building a modern industrial system. We will coordinate the expansion of domestic demand with deepening supply-side structural reform, steadily improve balance and coordination in development, promote optimization and upgrading of the economic structure, and accelerate the transformations in quality, efficiency, and growth drivers.

Third, firmly pursuing the goal of staying at the forefront. We must consistently pursue the goal of staying at the forefront across all fields and aspects of economic and social development and ensure its implementation across all government work during the 15th Five-Year Plan period. We will apply higher standards with greater goals, and maintain a pioneering and enterprising spirit of bold exploration and innovation as we strive to be a pacesetter, a pioneer and the experimental area on the new journey.

Fourth, fulfilling the fundamental purpose of serving the people. Upholding the principle of putting the people first, we must always act for the people, rely closely on the people, safeguard the people's fundamental interests, and strive to ensure and improve people's well-being in the course of development. We will encourage increased funding and resource inputs for investment in people, place greater emphasis on all-around human development, and continuously enhance the public's sense of fulfillment, happiness, and security.

Fifth, energizing the three major driving forces of reform, opening up, and innovation. We must steadfastly carry forward the spirit of reform and opening up, as well as that of the special economic zones, and use reform as a normal practice, a working method and attitude, and a shared, serious responsibility. We will ensure effective coordination of foreign trade, foreign investment, foreign outsourcing, outward economic cooperation, and overseas talent attraction. We will steadily advance institutional opening-up, promote comprehensive innovation with scientific and technological innovation at its core, and continue to rely on reform, opening up, and innovation to inject vitality, strengthen momentum, and expand development.

The 15th Five-Year Plan carries the earnest expectations of the people of Guangdong. The inspiring blueprint for building a new and modern Guangdong urges us forward. Let us always uphold our pioneering spirit, our entrepreneurial drive, and our down-to-earth style of work, conscientiously shoulder the responsibility to play a leading role as the economic powerhouse, and strive to open up a new chapter in Guangdong's practice of Chinese modernization!

III. Work Arrangements for 2026

The year 2026 marks the first year of the 15th Five-Year Plan period, and it is of great importance to make a good opening and a solid start. The main projected targets for economic and social development this year are: GDP growth of 4.5-5%, with every effort made in our actual work to secure an even better outcome; growth of around 3% in local general public budget revenue; and growth in personal income broadly in step with economic growth. These targets have been set to fulfill development needs and our responsibilities, following comprehensive consideration of all relevant factors and in-depth strategic research. We are keenly aware that achieving these targets will be no easy task and will require concerted efforts and redoubled hard work across all sectors. We will focus on the following fourteen priority areas of work:

(1) Making unremitting efforts to advance the development of the Guangdong-Hong Kong-Macao Greater Bay Area and forging it into a first-class bay area and world-class city cluster full of vitality and international competitiveness. We will serve the overall implementation of the "One Country, Two Systems" policy, closely align with the new positioning of the Greater Bay Area as a strategic stronghold in the new development paradigm, a demonstration zone for high-quality development, and a bellwether in Chinese modernization, and give full play to its role as the main force and flagship leader. We will work to deepen cooperation among Guangdong, Hong Kong, and Macao and work together to build the Greater Bay Area into a world-class and top-performing bay area.

Fostering driving forces of high-quality development. We will deepen coordinated development and strategic synergy between Guangzhou and Shenzhen. We will support Guangzhou in reinvigorating itself as an old city with new vitality and implementing the Four-thronged Urban Rejuvenation Initiatives, namely achieving breakthroughs across overall urban functions, comprehensive strength in urban culture, modern service industries, and a modern, internationalized business environment. We will accelerate the forging of new advantages in Guangzhou's industrial development. We will support Shenzhen in advancing the development of the Special Economic Zone in the new era and building a Pilot Demonstration Zone of Socialism with Chinese Characteristics on the new journey. We will support key node cities, including Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, and Zhaoqing, in enhancing their development capacity. We will work together with Hong Kong and Macao to improve consultation and cooperation mechanisms and continue to deepen alignment of rules, coordination of mechanisms, policy synergy, and resource sharing. We will strengthen technological innovation collaboration by actively harnessing high-end scientific and technological innovation resources in Hong Kong and Macao, promoting the joint construction and sharing of major scientific infrastructure and other strategic scientific capabilities, and carrying out cooperation with Hong Kong and Macao covering R&D, pilot-scale testing and application, and the expansion of application scenarios.

We will advance infrastructure connectivity and promote the Integrated Rail Transit Network Development (integration of trunk railways, intercity railways, suburban railways, and urban rail transit). We will commence the construction of the Hezhou-Hengqin Section of the Guangzhou-Zhuhai (Macao) High-Speed Railway, ensure the completion and operational launch of the new Huanggang Port, ensure the effective operation and sound management of the Hong Kong-Zhuhai-Macao Bridge, strengthen coordination with Hong Kong and Macao in airport development and port cooperation, and accelerate the building of world-class airport and port clusters. 

We will effectively improve market integration by expanding the application scope of GBA Standards and GBA Certification, further implementing mutual recognition of professional qualifications, accelerating progress on the free movement of yachts within the Greater Bay Area, exploring cross-border cooperation in low-altitude economy with Hong Kong and Macao, strengthening full-process coordination in legislation, law enforcement, and judicial affairs, and facilitating efficient and convenient cross-border flows of factors. We will build a high-quality living circle that is ideal to live, work and travel, expand cooperation with Hong Kong and Macao in education, employment, entrepreneurship, healthcare, elderly care, and sports, and advance collaborative ecological and environmental protection and governance.

Further advancing the development of major cooperation platforms. We will firmly grasp the new positioning of "Macao plus Hengqin", earnestly implement national policies and measures supporting the development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, steadily advance the second phase of development, and accelerate the growth of the Four Emerging Industries (R&D and high-end manufacturing; Macao's signature industries such as traditional Chinese medicine; the cultural tourism, convention and exhibition, and commerce sectors; and modern financial services) to raise the level of integration between Hengqin and Macao and promote appropriate economic diversification in Macao. 

We will support Qianhai in building a new system for modern service industries, further implement the Qianhai Global Service Provider Program, and enhance the development capacity of the International Financial City, Qianhai Shenzhen-Hong Kong International Legal-Services District, and International Talent Hub. 

We will promote the release of a new round of the overall development plan for Nansha, with a focus on developing high-tech industries and the port-based economy, enhancing the quality of the comprehensive service base for Chinese enterprises going global, and continuing to strengthen Nansha's role as a gateway and hub. 

We will support the development of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone into an international hub for scientific and technological innovation, work with Hong Kong to achieve the vision of the "One Zone, Two Parks" layout, and position a number of hub-type, networking-oriented, and globalized frontier research platforms. 

Promoting coordinated development across the province. We will enhance the overall competitiveness of the Greater Bay Area and its capacity in driving the growth of the whole province. We will optimize and upgrade the Guangzhou and Shenzhen metropolitan areas, build the "Golden Inner Bay" with high quality, with the Pearl River Estuary region as the priority and Shenzhen-Zhongshan integration as a strategic pilot, and promote integrated and interactive development between the eastern and western banks of the Pearl River Estuary. We will facilitate in-depth connectivity and synergies between eastern, western, and northern Guangdong and the Greater Bay Area to achieve integrated development, accelerate the development of Shantou and Zhanjiang as provincial sub-centers, and step up efforts to advance the development of the Shenzhen-Shanwei Special Cooperation Zone and the Guangzhou-Qingyuan Special Cooperation Zone. We will promote high-quality development in ethnic minority areas, support Meizhou in building a pilot zone to integrate the former revolutionary base area into the Greater Bay Area.

(2) Staying committed to the real economy as the foundation and manufacturing as the mainstay, and accelerating the building of a stronger, modernized industrial system. We will actively advance the intelligent, green and integrated transformation of all industries, and accelerate the building of a more complete, advanced, and safer industrial system. We will actively promote profound integration of the innovation chain, industrial chain, capital chain, and talent chain, accelerate coordinated and integrated development of the primary, secondary, and tertiary sectors, and speed up the establishment of a modernized industrial system with advanced manufacturing as the mainstay, featuring Guangdong characteristics, pronounced comparative advantages and strong international competitiveness.

Accelerating the optimization and upgrading of traditional industries. We will consolidate and enhance the position and competitiveness of key traditional industries in the global division of labor by actively promoting quality upgrading across traditional sectors including electronics, machinery, chemical industry, light industry, building materials, textiles, metallurgy, mining, and shipbuilding, further building up the brand strengths of industries such as home appliances, food, clothing, furniture, jewelry, toys, and footwear, metal products and ceramics, and developing a number of strong, "evergreen" clusters of traditional industries. 

We will step up technological upgrading, promote digital and intelligent "chain-based transformation" (transformation across entire industrial and supply chains), advance innovative development of the industrial internet, and build new smart factories. We will enhance the overall planning and promotion of the whole industrial chains, extend, supplement, and reinforce industrial chains, advance industrial foundation reengineering and major technology and equipment research, and work to ensure our industrial chains are safer, more stable and more reliable. We will strengthen standards leadership and brand cultivation as the province aims to boost its strength in quality.

Boosting the growth of emerging industries and cultivating future industries. We will further expand and strengthen emerging industries, including new energy, new materials, intelligent connected vehicles, intelligent robotics, pharmaceuticals and medical devices, aerospace, integrated circuits, the low-altitude economy, and biomanufacturing. We will advance, in an integrated manner, the development of innovation infrastructure, technology R&D and product upgrading, foster more emerging pillar industries, and build more hundred-billion-yuan and trillion-yuan emerging industrial clusters. 

We will strengthen forward-looking planning for future industries and develop key subsectors such as sixth-generation mobile communications, embodied intelligence, cell and gene therapy, brain science and brain-computer interfaces, hydrogen energy and advanced nuclear technologies, deep-sea exploration, and quantum technologies. We will explore diverse technological pathways, typical application scenarios, viable business models, and market regulatory frameworks, accelerate to enable future industries to take shape and build up momentum, and cultivate new investment hotspots and growth drivers.

Accelerating high-quality and efficient development of the service sector. Targeting expanding capacity and improving the quality of the service sector, we will steer producer services toward greater specialization and the higher end of the value chain on a sector-by-sector basis, and support the development of higher-quality, more diverse, and more accessible consumer services. We will seize opportunities to drive the development of for-profit services, further strengthen internet and related services, as well as software and information technology services, expand the scale and improve the quality of leasing and business services, and develop science and technology services. 

We will enhance the scale and capacity of the financial sector, consolidate the strengths of the banking industry, promote multi-channel expansion and acceleration of credit supply, and support insurance institutions in innovating products in fields such as science and technology, marine industries, agriculture, elderly care, the low-altitude economy, and intelligent driving. We will vigorously support corporate listings, financing, mergers and acquisitions. We will accelerate the development of financial leasing. Financial services will be improved to better match with real-economy needs, and to better and more efficiently serve the real economy. Personal financial services will be optimized. 

We will advance quality upgrading in wholesale, retail, accommodation, catering industries, transportation, warehousing, and postal services, raise the development level of non-profit services, and ensure that they can meet the need of people's ever-growing living standards and the upgrade of public services. We will promote integrated development of modern services, advanced manufacturing, and modern agriculture, promote service-oriented manufacturing and the industrialization of services, so as to drive and underpin the optimization and upgrading of the entire industrial system through the upgrading of the service sector.

Accelerating the leapfrog development of key industries, products, clusters, and enterprises. With a focus on key  industries, we will foster industries that are self-sustaining in the long run, capable of continuous upgrading, and highly competitive or dominant at home and abroad, while striving to strengthen manufacturing capacity, innovation capacity, trading capacity, capacity to secure production factors, resource integration capacity, and sound industrial ecosystems. With a focus on key products, we will make every effort to maintain and enhance the output, production capacity, and market share of Guangdong products. With a focus on key clusters, we will build high-standard specialized industrial parks and development zones and promote further aggregation of industrial chains and supply chains across upstream and downstream, front-end and back-end, and all related segments. 

With a focus on key enterprises, we will establish a tiered cultivation system for high-quality firms, including Fortune Global 500 companies, China's top 500 enterprises, national single-product manufacturing champions, listed companies, unicorns, gazelle firms, specialized and sophisticated "little giants" that produce novel and unique products, high-tech enterprises, and technology-based SMEs, and bring together more leading enterprises that play a pivotal and flagship role and promising industry newcomers with strong growth potential.

Stepping up the cultivation and expansion of new specialized economic forms. We will develop the headquarters economy by supporting companies already headquartered in Guangdong to expand investment and upgrade development capacity, as well as cultivating and attracting more global, national, regional, and functional headquarters. We will develop the platform economy by supporting the sound and rapid development of various comprehensive and specialized platforms, as well as promoting win-win development of enterprises that establish platforms, operators on the platforms, and their employees. 

We will develop the low-altitude economy by improving institutional systems with safety at the core, developing and expanding more commercial and public service application scenarios, and promoting full-chain innovation in equipment manufacturing, infrastructure and supporting facilities, and operations management. We will develop the silver economy by providing more age-friendly products and services that enable the elderly to find fulfillment, enjoy life, and receive care, thereby better meeting the diverse needs of older people across age groups. We will develop the building economy by speeding up the agglomeration of various service industries with buildings as the carrier, and steadily developing urban and building-based industries. 

We will develop the port economy by harnessing the amplification effects of various kinds of ports in converging the flows of people and goods, improving customs clearance, cross-border transport, and warehousing and distribution services, and expanding cross-border exhibitions, trade, settlement, and financial services. Efforts will also be made in providing convenient retail, accommodation, and catering services, increasing the number of duty-free shops at ports, actively developing port-based commercial districts, and channeling more consumers to a wider variety of consumption venues.

(3) Building an industrial science and technology innovation center with global influence and accelerating the cultivation and development of new quality productive forces. We will advance, in an integrated manner, the development of education, science and technology, and talent, to provide strong support for building a modernized industrial system and make greater contributions to boosting self-reliance and strength in science and technology.

Reinforcing the principal role of enterprises in scientific and technological innovation. Based on enterprise needs, we will allocate more innovation resources, such as platforms, projects, talent, and funding to enterprises and better align them with enterprise needs, making enterprises the key players in innovation decision-making, R&D investment, research organization, and results commercialization. We will cultivate and strengthen leading high-tech enterprises and support the development of high-tech enterprises and tech-based SMEs. We will enhance enterprise-led, highly efficient and deeply integrated collaboration among industries, universities, and research institutes, support enterprises in taking the lead in forming innovation consortia, and undertake more national and provincial science and technology R&D projects.

Building more innovation platforms. We will accelerate the development of the Greater Bay Area into an international science and technology innovation hub and a comprehensive national science center, making the Greater Bay Area a global source of scientific and technological innovation. We will give full play to the leading role of national laboratories, enhance the quality and efficiency of provincial laboratories, strive to attract more national key laboratories to Guangdong, and complete the construction of Peng Cheng Cloud Brain III and National Supercomputing Shenzhen Center (Phase II). We will make good use of the Greater Bay Area National Center of Technology Innovation and the Regional University-Industry Technology Transfer and Commercialization Center, and deepen comprehensive strategic cooperation with the Chinese Academy of Sciences and other strategic forces of science and technology. 

We will accelerate the development of innovation platforms that provide public or semi-public services established by universities, research institutions, enterprises, and associations, and innovation platforms that independently conduct various innovation activities within enterprises, universities, and research institutions. We will plan and build more platforms for proof-of-concept and pilot-scale validation and cultivate and bring in more new-type R&D institutions.

Strengthening original innovation and achieving more breakthroughs in key and core technologies. We will improve the implementation and support for the new system for mobilizing resources nationwide, strengthen organized innovation, and promote breakthroughs in key and core technologies across the full industrial chains in fields such as quantum technology, brain science and brain-computer interfaces, artificial intelligence, intelligent robotics, integrated circuits, machine tools, high-end instruments, basic software, advanced materials, biomanufacturing, pharmaceuticals and medical devices, low-altitude economy and commercial aerospace, communications and networks, marine industries, and biological breeding. In terms of basic research, we will strengthen strategic, forward-looking and systematic planning, increase the proportion of investment and enhance long-term stable support. Mechanisms to identify and select disruptive technology projects will be improved to generate more original landmark outcomes.

Vigorously promoting innovative applications of new technologies, products, business forms, and models. New technologies will be leveraged to improve production processes and efficiency. More and better new products will be produced with new technologies, new equipment and new materials to better meet and even create and lead demands. We will rely on new business forms and models to more effectively align supply with demand, and accelerate the development of new products and industries by expanding their application scenarios. We will enhance the application and commercialization of scientific and technological achievements, improve support policies for the first set, first batch, and first edition of such applications and increase government procurement of independent innovative products. We will advance the demonstration initiatives on the large-scale application of new technologies, products, and scenarios, support the establishment of market-oriented scenarios and centers, and attract enterprises nationwide and globally to develop innovative applications in Guangdong.

Increasing R&D investment across the entire society. We will hold the lead in investment scale and intensity, and in output efficiency and effectiveness. We will improve the policy system for government investment, raise the total amount and proportion of science and technology expenditure, deepen reform of the allocation and use mechanisms for public R&D funding, and guide all parties to increase R&D investment in a coordinated manner. We will ensure the effective implementation of additional tax deductions for R&D costs to increase enterprise R&D investment and expand the base of enterprises investing in R&D.

Fostering a first-class innovation ecosystem. We will coordinate the allocation of innovative factors and resources, including platforms, carriers, talent and capital around key industrial chains. We will enhance science and technology finance services, actively develop angel investment, venture capital, private equity, and merger and acquisition investments, channel capital into early-stage, small-scale, long-term, and critical core science and technology projects, and facilitate tech-based SMEs' access to loans, leasing, and other means to support their daily operations. We will strengthen the protection and utilization of intellectual property and better develop the Shenzhen Stock Exchange Technology and IP Exchange. We will improve the ownership system for job-related scientific and technological achievements and grant research institutions and researchers greater autonomy in determining technical pathways, funding use and resource allocation. 

We will fully implement more proactive, open, and effective talent policies, facilitate smoother talent flows among universities, research institutes, and enterprises, and deepen and expand the "Millions of Talents?Gather in?Guangdong" Initiative. With the greatest possible effort and without regard to an individual's background, we will attract, cultivate, make good use of, build synergy among, and serve all types of talent. We will create favorable conditions to build a multi-tier housing security system of "offering a bed, a room, or an apartment for different groups of people" and a multi-tier entrepreneurship support system of "providing a desk, an office, or an office floor to different types of entrepreneurial teams" while constantly improving working and living conditions for talent. We will carry forward the spirit of Chinese scientists, strengthen popularization of science and technology, and foster a culture that encourages innovation, rewards success, and tolerates failure.

Accelerating high-level application of artificial intelligence across all regions, all sectors and at all times. We will leverage the advantages of mechatronics integration and software-hardware synergy to consolidate the foundation and enhance efficiency in chips, computing power, algorithms, data, and applications, and strengthen the entire industrial chain. We will cultivate large models for vertical sectors and scenario-specific small models, and accelerate the establishment of industrial innovation platforms, including training facilities for embodied intelligence, adaptation centers for Ascend ecosystem and OpenHarmony, and innovation centers for intelligent agents. 

We will further expand and deepen the "AI+" initiative by fully exploring all possible application scenarios in public services, strengthening support for commercial applications, and enabling AI to deeply empower every industry and to benefit every household. We will strengthen AI governance and enhance regulatory capacity. We will promote profound integration between the real and digital economies, advance the "Digital Guangdong" Initiative, and build a high-standard national pilot zone for digital economy innovation development. We will actively promote data-related legislation, accelerate the cultivation of a data factor market ecosystem, improve the mechanisms for data registration, annotation, and trading, and advance the development of trusted data spaces.

(4) Promoting high-level dynamic alignment between supply and demand and endeavoring to expand potential consumption, demand-driven production, and return-generating investment in building a strong domestic market. Staying committed to a domestic demand-driven approach, we will work to achieve integration between improving people's livelihoods and boosting consumption, and integration between investments in physical assets and human capital. We will ensure that new demand drives new supply, new supply helps create fresh demand, and positive interactions are fostered between consumption and investment and between supply and demand.  

Expanding goods consumption and improving its quality. Total retail sales of consumer goods are expected to grow by around 5%. We strive to provide easier access to consumption by encouraging and supporting the development of 15-minute and 30-minute living circles, building higher-level commercial facilities, and boosting the renovation and upgrading of traditional business districts. 

We will thoroughly implement targeted action for boosting consumption, actively raise the incomes of urban and rural residents, better carry out the policies on promoting large-scale equipment upgrades and consumer goods trade-ins, and remove unreasonable restrictions in the consumption sector. We will enhance the supply-demand alignment of consumer goods, promote faster upgrading of basic consumption in areas such as clothing, food, housing, and transportation, provide a wider, more diverse, and high-quality selection of consumer products, and foster new drivers of consumption growth. 

We will support more well-known brands to open their first stores in the province by supporting the launch of new products, more debut shows and inaugural exhibitions. We will vigorously develop new consumption forms, models, and scenarios, actively promote AI-enabled terminals to replace existing physical products, and speed up the development of new AI-native products such as smart glasses. We will widely apply AI to reshape consumption platforms and create new consumption scenarios.

Unleashing the potential of service consumption. We will step up efforts to boost the growth of retail sales of services, work to ease market access and promote integration of business formats, and increase and facilitate supply. We will tap the potential of basic service consumption such as accommodation and catering, household services, elderly care, and childcare, stimulate demand for premium consumption including culture and entertainment, tourism and leisure, sports and fitness, education and training, housing-related services, and health and nursing care, and foster and expand new forms of consumption, such as digital, green, and healthy consumption. 

We will actively develop the pet economy, expand interest-based consumption such as animation and comics, promote well-regulated development of emotional consumption, and orderly expand low-altitude consumption offerings, including low-altitude cultural and tourism, low-altitude logistics, and aviation sports. We will expand service consumption scenarios to better meet personalized needs and facilitate the introduction of high-quality service resources. We will vigorously develop the event, performance, exhibition, and convention economies.

Vigorously developing online consumption. We will cultivate and attract more platforms and leading enterprises that operate across provinces and borders, encourage more enterprises and consumers to conduct transactions through online platforms, and speed up the development of online transactions on a larger scale. We will support the rapid development of instant retail, livestreaming e-commerce, social e-commerce, circular e-commerce, and unmanned retail. We will actively launch online-offline integrated promotional activities and home-delivery services to invigorate local consumption by both meeting the needs of local residents and tourists, and satisfying distant consumers in other parts of China and abroad.

Giving full play to the tourism industry as a strong driver. We will vigorously develop tourism as an emerging strategic pillar industry that closely links to people's livelihoods and well-being, bearing distinct characteristics of the times. We will intensify resource development, infrastructure construction, route design, visitor attraction, and promotion and roll out more high-quality, differentiated sightseeing and leisure products tailored to diverse market segments, so as to expand national and global tourism markets. We will develop new formats such as inter-provincial tourism, short-distance trips, industrial tourism, educational tourism, and science and technology tourism, promote cruise and yacht tourism, and foster nighttime cultural and tourism consumption.

We will expand inbound tourism by facilitating departure tax refunds and optimizing customs baggage inspections, providing more convenient and foreigner-friendly services for inbound tourists. We will tap the potential of the ticket-based economy by enabling tourists to enjoy multiple discounts on dining, accommodation, transportation, and entertainment, so as to enhance the overall attractiveness of all-for-one tourism, effectively turning the visitor flows into tangible impetus for economic growth.

Actively expanding and fully safeguarding demand-driven production. We will propel the development of industrial enterprises by helping them explore markets, achieve innovation-driven development and holistic empowerment, and by providing strong support in terms of production factors. The target in the increase of added value of industries above the designated scale is about 5.5%, with those below the designated size expected to achieve solid growth as well. We will strongly support and assist enterprises in expanding domestic and foreign markets, make every effort to build a market image of "Empowering Better Living through Guangdong Manufacturing" and carry out the multi-dimensional "Guangdong Goods Go Global" promotional campaigns and the "Locating Markets for Enterprises" Initiative. More activities will be hosted to connect enterprises with domestic and overseas distributors, buyers, and major e-commerce platforms, to fully explore potential application scenarios and markets. 

We will encourage enterprises to expand production capacity and output in Guangdong, actively and prudently promote optimization and adjustment of industrial and product structures, vigorously cultivate and bring in new enterprises and projects, and step up the revitalization of existing enterprises and projects, so as to produce more market-oriented, high-quality products that meet, create and even lead demands. 

We will empower manufacturing with AI as a core engine. We will make coordinated efforts across the entire chain from R&D innovation and manufacturing to brand building and market sales, facilitating enterprises to work closely with industry associations, chambers of commerce, industrial alliances, and professional institutions, so as to build a closer industrial and supply chain cooperation community. 

We will actively stabilize the supply of and reduce the price of all kinds of production factors, and build more trading and distribution platforms for raw materials and components. Coordinated efforts will be made to improve the efficiency of the sea-land-air-rail multimodal transport. More support will be provided for enterprises in tax and fee reductions, manufacturing financing, and energy supply, so as to fully safeguard enterprise production and operations.

Expanding effective investment. We will conduct a review of industries, infrastructure, real estate among others, and expand investment by tapping demand-side potential while conducting supply-side structural reforms, so as to establish a market-driven, government-supported mechanism that ensures self-sustaining growth of investment, with an annual growth target of around 5%. We will formulate an overall government investment plan and allocate a larger portion to public wellbeing initiatives. We will optimize the implementation of major projects concerning major national strategies and security capacity in key areas, advance high-quality construction of projects included in the central government budget, achieve regular issuance of new policy-based financial instruments, improve the mechanisms for self-review and self-issuance of special-purpose bonds, and enhance the coordinated use of bond financing and credit facilities to boost investment. 

We will effectively stimulate private investment, explore market-based investment and financing approaches, vigorously support private capital's participation in investment, construction and operation of all potential industries, areas, and projects. We will make all-out efforts to advance large, medium, and small projects alike, accelerate the progress from preliminary work to construction and settlement, and move faster to advance provincial key construction projects. We will enhance project planning and reserves, boost the development of more projects, including capital increase and production expansion for enterprises, fundraising of listed companies, and investment promotion.

Building a modernized infrastructure system. New types of infrastructure will be built in a moderately advanced manner. We will step up the development of facilities for autonomous driving, smart transportation, and low-altitude takeoff and landing, which can serve and sustain the development of emerging and future industries, parking and traffic facilities suited to massive electric vehicle ownership and usage, and facilities that meet the need of the green and low-carbon transition of economic and social development, including charging stations, charging piles, and centralized cooling facilities. We will build 2,500 new low-altitude takeoff and landing facilities and more than 500,000 electric vehicle charging facilities. We will vigorously advance the construction of computing power centers to take the lead in achieving a leap in computing scale, from the ten-thousand-card to the million-card level. 

The construction, upgrading, and digital and intelligent transformation of traditional infrastructure will be promoted proactively. To build a modern, comprehensive, multi-dimensional transport network, we will start the construction of the Pearl River Delta Hub (Guangzhou New) Airport, the Guangzhou-Qingyuan-Yongzhou High-Speed Railway, the Chaoan-Raoping section of the Chaozhou-Nanchang Expressway, the Lianjiang-Xuwen section of the Lanzhou-Haikou Expressway, and the Sanshui-Fengkai section of the Huizhou-Zhaoqing Expressway. Efforts will be made to accelerate the construction of the Zhuhai-Zhaoqing High-Speed Railway, the Shenzhen-Nanning High-Speed Railway, the Zhangzhou-Shantou High-Speed Railway, the Shenzhen-Huizhou Intercity Railway, the Nansha-Zhuhai (Zhongshan) Intercity Railway, the Foshan-Guangzhou-Dongguan Intercity Railway, the Guangzhou East-Xintang?fifth and sixth-line project, the Shiziyang Channel, Foshan-Zhaoqing-Yunfu Expressway and Phase V of Nansha Port, and complete the Qingyuan-Huadu Expressway. We will accelerate capacity expansion of congested sections of expressways, construct more entrances, exits and connecting lines for expressways, continue upgrading lower-grade sections of regular highways, and advance preliminary work for projects such as the Shenzhen-Zhuhai Channel and the Lianhuashan Channel. 

More efforts will be made to develop new energy infrastructure. We will start a batch of offshore wind power, nuclear power, and pumped storage projects, complete a batch of coal-fired power projects that provide flexible support to the grid, and advance power transmission projects such as the Xizang-Guangdong HVDC line to ensure reliable power and energy supply. To accelerate the building of a modern water network, we will advance the construction of Phase I and Phase II of the Guangdong?Beibu Gulf Rim Water Resources Allocation Project, the Huangmaoxia Reservoir, and the expansion of the Changtan Reservoir, as well as advance the preliminary work for the Project for Optimal Allocation of Water Resources in Eastern Guangdong (including the expansion of the Longjing Reservoir), while raising the compliance rate of river and coastal embankments to over 80%.

(5) Unswervingly deepening reform to fully unleash the innovation and creativity of the whole society and build strong momentum for high-quality development. We will persist in combining an effective market with a competent government, accelerate the establishment of a high-level socialist market economy, plan more strategic and targeted reforms, and push forward more groundbreaking and pioneering reforms. 

Deepening reforms in key areas. We will improve whole-process, efficient, and outcome-verifiable mechanisms for implementing and advancing reforms, and ensure that reform tasks assigned by the central authorities and the province are effectively implemented and deliver results. We will speed up the implementation of the second batch of authorized matters under the comprehensive reform pilot in Shenzhen and create more practices that can be replicated and scaled up. We will proactively study and respond to new issues emerging in economic and social development and explore policy options in areas such as facilitating original innovation, enhancing institutional supply in new fields of development, addressing irrational "involution-style" competition through holistic measures, safeguarding economic and financial security, building a new model for real estate development, and promoting high-quality population development. 

We will deepen pilot programs for sound management of local public finances, advance reform of the fiscal system below the provincial level, improve overall coordination of fiscal resources and budgets, and deepen zero-based budgeting reform. Reward-and-penalty mechanisms will be introduced for the allocation and use of provincial special fiscal funds. Increases in transfer payments and other resources will be steered toward more efficient and better-performing regions. Local tax bases will be fostered and expanded. 

We will promote Financial Development in Five Key Areas (scientific and technological finance, green finance, inclusive finance, pension finance, and digital finance) and nurture and attract more financial market entities. We will support the Shenzhen Stock Exchange in deepening the reform of the ChiNext Market, boost the expansion and quality upgrading of the Guangdong Equity Exchange and Shenzhen Qianhai Equity Exchange, and support the Guangzhou Futures Exchange in improving its futures product system. Greater support will be given to the development of private securities investment funds, and full-chain regulatory policies for private equity investment funds will be improved.

Promoting the sound development of entities of all forms of ownership. We will remain committed to unswervingly consolidating and developing the public sector and unswervingly encouraging, supporting, and guiding the development of the non-public sector. We will treat enterprises, regardless of their forms of ownership, equally and without discrimination. 

We will advance a new round of reform of state-owned assets and state-owned enterprises, improve the regulatory system for state-owned assets, and optimize the layout and structure of the state-owned economy to reinforce core businesses, comprehensively prevent risks, and enhance the role of SOEs in supporting the development and management of the city and driving local economic development. Urban community collective economic organizations will receive support in accelerating development with better internal management and more standardized operations. We will explore diversified development pathways for new types of rural collective economies and promote integrated development of supply and marketing cooperatives, farmers' specialized cooperatives, and rural collective economic organizations. We will encourage and support the sound development of the self-employed economy and facilitate the transformation of individual businesses into enterprises and the upgrading of small enterprises to scale-up ones. 

We will step up efforts in building Guangdong's strength in private sector. We will improve the regulatory and policy framework for promoting the development of the private economy, support private enterprises in gaining equal access to all types of production factors and public service resources, safeguard the lawful rights and interests of private enterprises and entrepreneurs, accelerate the clearance of arrears owed to enterprises, and demonstrate genuine respect, care and support for the private economy. We will fully implement national treatment for foreign investment and improve the fast-track mechanism for multinational corporations and the roundtable mechanism for foreign-invested enterprises. We will improve the modern corporate systems with distinctive Chinese features and support the growth of a new generation of young entrepreneurs. Entrepreneurship, as well as respect for labour, model workers, and craftsmanship will be advocated to invigorate greater enthusiasm and creativity across all sectors of the society.

Building a first-class, market-oriented and law-based business environment with international standards. With a focus on minimizing matters subject to administrative approval and filing, maximizing the efficiency of government services, and optimizing the industrial ecosystem, we will continuously roll out pro-business reform measures and regularly advance the program of "Efficient One-Stop Government Services" to foster an efficient and well-integrated industrial ecosystem marked by comprehensive supply chains, secured supporting resources, prominent individual advantages and overall strength. Benchmarking against World Bank evaluation standards, we will conduct regular reviews to identify gaps and weaknesses and promptly address them, thereby building an internationally competitive business environment. 

We will improve the market-oriented business environment, enhance the systems for factor and product markets, and advance the comprehensive reform trials for the market-based allocation of production factors in the nine mainland cities of the Greater Bay Area. We will fully leverage the market's decisive role in resource allocation and better leverage the government's role by enhancing governance efficiency to complement, support, and facilitate market efficiency and by acting proactively to fulfil duties to address market weaknesses.

We will improve the law-based business environment to provide equal legal protection for property rights of economies under all forms of ownership. We will increase legal services for enterprises and improve long-term mechanisms for regulating enterprise-related administrative law enforcement. We will advance inclusive and prudent regulation, ensure openness, transparency, fairness and impartiality to enhance stability and predictability. We will improve our international business environment by building a framework for institutional opening up aligned with international rules and by enhancing the ease of working and living for overseas businesses and individuals so as to facilitate cross-border flows of goods, capital and talent. 

We will make good use of government-enterprise liaison WeChat groups, the 12345 hotline and various online service platforms to comprehensively improve communication with and services for enterprises, self-employed businesses, industry associations and chambers of commerce, ensuring that their needs are responded to by the government in the shortest possible time and that they receive up-to-date information on public service actions and preferential policies from the government in the shortest possible time.

Actively participating in building, serving and leveraging the unified national market. We will implement the basic requirements of "Promoting Standardization in Five Areas and Further Opening Up" (standardizing market rules, infrastructure, government conduct, market regulation and law enforcement, and resource allocation, while continuing to further open up both domestically and internationally). We will improve relevant systems for property rights protection, market access, information disclosure, social credit, mergers and acquisitions, and market exit and promote the standardized and sound development of the bidding and tendering market, so that goods as well as factors such as capital, technology, talent and data can flow smoothly and freely across Guangdong. 

We will intensify efforts to address irrational "involution-style" competition and foster a market order characterized by high-quality products at fair prices and healthy competition. We will enhance inter-provincial exchange and cooperation, improve mechanisms for cross-regional industrial collaboration and benefit-sharing, and actively integrate into and contribute to domestic circulation. Tasks related to assistance to Xizang and Xinjiang, east-west cooperation, and paired cooperation will be carried out.

(6) Expanding high-level opening up and making greater contributions by serving and integrating into the new pattern of development. We will coordinate high-quality "bringing in" with high-standard "going global" and better serve as a base, platform and channel in the domestic-international dual circulation and as a national gateway and hub for high-standard opening up.

Promoting sustained and stable development of trade in goods. We will actively seek all possible markets and growth opportunities, and consolidate traditional markets such as Europe, the United States, Japan and the Republic of Korea, while stepping up efforts to expand emerging markets such as ASEAN, the Middle East, Africa and Central Asia. We will step up efforts to establish a medium- to long-term hedging and balancing trade mechanism for imports and exports, targeting around 3% growth in total import and export for the year. We will organize and make good use of major trade promotion platforms such as the China Import and Export Fair (Canton Fair), the China Hi-Tech Fair, the China International Aviation and Aerospace Exhibition, the China International SME Fair, and the "Cantonese Business Go Global" overseas exhibitions, enhance the effectiveness of such platforms, and actively engage with renowned global trading firms. 

We will consolidate the principal position of general trade, promote the extension of processing trade from manufacturing and assembly toward both ends of the industrial chain, vigorously expand trade in intermediate goods, and advance green trade. We will promote the expansion and upgrading of the "cross-border e-commerce plus overseas warehouses" model, foster high-end, brand-based and intelligent development of cross-border e-commerce, and cultivate and strengthen new business forms such as market procurement and bonded maintenance. We will expand imports of high-tech products, equipment, energy and resources, and scale up imports of high-quality consumer goods for the national market. We will advance the development of modern smart ports and the optimization of the "Single Window" international trade platform. High-quality development of comprehensive bonded zones will be promoted. We will continue to organize the Guangdong Trades Nationwide exhibitions and matchmaking events, support foreign trade enterprises in working with commercial and e-commerce platforms, open up channels for diverting exports into domestic markets and promote the holistic development of domestic and foreign trade.

Seizing opportunities to promote trade in services. We will further expand opening up in the service sector, fully implement comprehensive pilot policies for opening up sectors such as telecommunications, healthcare, and education, and advance negative list management for cross-border trade in services, so as to build Guangdong into a national and global hub for trade in services. Industrial enterprises will receive support in developing trade service capabilities and transforming into manufacturing-based providers of integrated solutions. 

We will promote the development of strengths and brands in areas such as overseas launch of Chinese games, software outsourcing, cross-border finance, cross-border tourism, international logistics, international exhibitions and conventions, intellectual property, construction services, creative design, and foreign-related legal services. We will also enhance the competitiveness of the national distinctive service export bases. We will foster the innovative development of digital trade and cultivate leading digital trade enterprises with strong innovation-driven and resource-allocation capabilities.

Building the "Invest in Guangdong" brand. We will coordinate investment promotion with talent attraction and uphold the "sincerity plus action" approach to both go global and bring in more capital, projects, industries, and talent from across the country and around the world to Guangdong. We will build a holistic framework for investment promotion by implementing the mechanism that "All competent departments for respective industries must also be responsible for investment promotion of such industries", and coordinate investment promotion driven by the market, associations, funds, mergers and acquisitions, and businesses with more strengthened efforts on integrated attraction of domestic and foreign investment for greater results in both. 

We will move faster to attract investment in high-tech industries and critical core technologies that represent future development directions, bring in high-level headquarters, production bases, and R&D centers, as well as more leading multinational corporations and sovereign wealth funds to invest in Guangdong, encourage foreign investors to reinvest their profits earned in China, and expand local production. We will further leverage the strengths of overseas Chinese in our efforts to promote business attraction and boost trade. We will make full use of foreign affairs resources as channels to actively showcase Guangdong's development opportunities.

Deepening the implementation of the upgrade strategy of the pilot free trade zone. By proactively aligning with high-standard international economic and trade rules such as the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) and the Digital Economic Partnership Agreement (DEPA), we will advance the reform and upgrading of the China (Guangdong) Pilot Free Trade Zone, increase the stress testing on opening up and carry out more innovative and integrated explorations in areas such as raising the level of opening-up, improving business environment, and developing modern service sectors, while accelerating the development of coordinated development zones. We will improve coordination with the Hainan Free Trade Port.

Optimizing the overall pattern of opening up. We will deeply participate in high-quality Belt and Road international cooperation, actively connect with the New Western Land-Sea Corridor, push forward the development of Guangzhou as an assembly center and Shenzhen as a node city for China-Europe freight trains, expand international shipping routes, and speed up the development of port-based economic zones in Shantou and Zhanjiang. 

We will improve the comprehensive overseas service system, expand the functions of overseas economic and trade cooperation zones, guide the orderly cross-border distribution of industrial and supply chains, and cultivate more multinational companies that are founded and headquartered in Guangdong. 

We will facilitate the building of a world-class, full-scenario, full-chain service system covering exit and entry, accommodation, catering, transportation, sightseeing, consumption, and healthcare in all cities. We will improve multilingual signage and payment facilitation as we work to foster a welcoming environment with international standards. We will ensure effective services and support for the 33rd APEC Economic Leaders' Meeting and attract more high-end international factors for greater achievements in opening up and cooperation.

(7) Remaining firmly committed to advancing the "High-Quality Development Project for Counties, Towns, and Villages" and enhancing the balance and coordination of urban-rural and regional development. By conscientiously learning from and applying the experience of "Thousand Villages Demonstration and Ten Thousand Villages Renovation" project, we will focus on agricultural and rural modernization, advance rural revitalization in a differentiated, orderly, and area-specific manner, promote integrated urban-rural development, and take coordinated steps to invigorate industries, bolster county-level development, and increase people's incomes. We will continue to narrow the urban-rural divide and regional gaps.

Promoting high-quality development of the county-level economy. We will promote distinctive, integrated, and clustered development, adhere to the principle of "developing industry where appropriate, agriculture where appropriate, commerce where appropriate, and tourism where appropriate", and boost county-level pillar and primary  leading industries. 

We will promote orderly industrial transfer by developing the 15 major industrial transfer platforms well, and enhance the quality and efficiency of county-level industrial parks. Ensuring the alignment of responsibility with authority and capability, we will intensify efforts to improve the management model that unifies delegated authority, enhanced capabilities, and assigned accountability for county-towns. We will deepen reforms of county-level investment and financing systems centered on state-owned enterprise platforms. 

We will promote integrated development of agriculture, culture, and tourism on a county-wide basis and continue advancing the development of the Nankun Mountain-Luofu Mountain Pioneer Area for High-Quality County, Town, and Village Development, and "Lake Plus" green development zone around Wanlyu Lake.

Advancing high-standard urban and rural development. We will strengthen the unified territorial and spatial planning system and enhance management of urban and rural planning, development, and governance. We will make all-out efforts to promote county-centered urbanization, and accelerate the development of Longchuan New District in Heyuan and Leizhou New District in Zhanjiang. We will bolster the role of townships as key nodes linking counties and villages, continue upgrading the development of model modern towns, plan and build central towns in line with small-city standards, and advance the development of attractive market towns. We will advance the science-based and orderly granting of urban residency to rural migrants. 

We will promote clustered development of township and village areas, cultivate 2,518 new model villages, and build or upgrade 2,500 kilometers of rural roads. We will continue to improve rural toilet coverage and wastewater and solid waste treatment, so as to create a better living environment and rural landscape with 40% of the counties recognized as beautiful countryside. We will comprehensively promote the development of inter-provincial border areas. 

We will further advance comprehensive land consolidation across the province, implement the second round of provincial pilot program that extends rural land contracts for another 30 years upon expiration, and steadily advance reforms to allow collectively owned rural land designated for commercial construction to enter the market. We will vigorously enhance rural governance capacity, guide the transformation of outdated social customs, and foster civility and integrity in rural communities.

Enhancing comprehensive agricultural production capacity and improving its quality and efficiency. We will give equal attention to output and capacity, production and ecology, and the growth of yields and farmers' incomes, and coordinate the development of technology-driven, green, quality-oriented, and brand-based agriculture, striving to develop agriculture into a major modern industry. 

We will resolutely assign equal responsibility for farmland protection and food security to CPC committees and governments, advance the high-quality development of high-standard farmland, ensure timely farming operations in key agricultural seasons such as spring plowing, autumn harvesting, and winter planting, promote the reclamation and reuse of idle farmland, and scale up the adoption of rational rice planting density. We will promote ratoon rice and water-saving, drought-resistant rice varieties in light of local conditions and expand the planting of green manure crops such as Chinese milk vetch. Our target is a grain-sown area of 33.2 million mu (about 2.21 million hectares) with output exceeding 12.85 million tons. 

To propel the development of distinctive local agricultural products, we will improve the quality of Guangdong-branded products such as Simiao rice, and cultivate and protect geographical indication products. We will enhance upstream R&D and cultivation, midstream processing, and downstream marketing, and improve the cold chain logistics system, striving to establish a national agricultural high-tech industrial demonstration zone. We will foster high-yield and stable production of fruits such as lychee, pomelo, banana, and pineapple, strengthen the development of "south-to-north" vegetable transportation, and tea industries including Fenghuang Dancong, Yingde black tea and Hakka pan-fried green tea, keeping output of fruits, vegetables, and tea stable at over 20.5 million tons, 42 million tons, and 190,000 tons, respectively. 

We will develop advantageous livestock and poultry sectors, including hogs, broiler chickens, and meat pigeons, ensuring a stable annual hog and poultry output of over 39 million head and 1.35 billion birds respectively. We will advance full-chain development of aquaculture products, including golden pompano, sea bass and oysters, with total aquatic output exceeding 10.2 million tons. The development of modern facility-based agriculture will progress at a faster pace, with total output value rising to over 281 billion yuan.

Making every effort to promote steady growth in rural residents' incomes. We will enhance the effectiveness of policies that boost agriculture, benefit farmers, and increase rural incomes, improve coordination among pricing, subsidy, and insurance policies, and protect and stimulate farmers' enthusiasm for agricultural production and grain growing. We will refine the management of rural collective funds, assets, and resources, actively explore ways to make good use of idle rural assets, and grant farmers more substantial property rights. We will step up the cultivation of high-caliber farmers, enhance the technical skills of rural artisans, local experts, and fishermen, and expand the rural talent pool. 

We will improve new mechanisms for anti-poverty assistance and collaboration, promote joint industrial development, integrate regular poverty-alleviation assistance into the overall implementation of the rural revitalization strategy, continue to consolidate and expand the achievements of poverty alleviation, and enhance policy support for old revolutionary base areas, making the lives of rural residents as sweet and beautiful as golden pomelos.

(8) Advancing high-quality urban development and building modern, people-centered cities. We will vigorously promote structural optimization, momentum transformation, quality upgrading, green transition, cultural heritage preservation and governance efficiency improvement in cities, hold firmly to the bottom line of urban safety, and follow a path of development that brings?out?the?full?potential?of cities.

Optimizing the modern urban system. We will step up the integration of city clusters and the coordinated development of metropolitan areas, enhance coordination and organic integration in planning, industry, land use and project construction across administrative regions, and build accessible and efficient commuting circles, tiered and well-matched industrial circles, and convenient living circles that benefit all. We will expedite the construction of intercity high-speed railways, intercity railways, expressways and highways, cross-river and cross-sea links among cities, and advance the innovative and integrated development of urban public transport and road passenger transport. We will strive to eliminate all intercity "dead-end roads" at the earliest possible time within the 15th Five-Year Plan period. We will strengthen and refine the core functions of mega and super-large cities and raise the level of modernized governance. We will guide small and medium-sized cities in dynamically optimizing infrastructure layouts and public service provision in line with changes in permanent resident populations. Coordinated development and intensive, compact layouts of large, medium and small cities as well as small towns will be promoted. 

Building innovative, livable, beautiful, resilient, culturally advanced, smart, modern and people-centered cities. We will expand the innovation space of cities based on their resource endowments and basic conditions. Adhering to integrated planning for population, industry, urban development and transport, we will advance high-quality development of urban renewal, deepen the redevelopment of inefficiently used land, steadily push forward renovation of urban villages, and commence renovation on 600 old residential communities. We will advance the development of ecological corridors, nature parks, countryside parks, sports parks, and pocket parks to upgrade the quality of urban park green space and promote its accessibility and shared use. We will push forward the establishment of a whole-life-cycle safety management system for buildings, strengthen fire prevention and response capabilities for high-rise buildings, self-built houses and other structures, build and renovate 9,000 kilometers of underground pipeline networks and utility tunnels, and improve urban drainage and flood-control engineering systems. We will promote the holistic conservation of famous historical and cultural cities and blocks, enhance urban landscape management, and preserve cities' distinctive historical heritage, cultural identity, geographical features and natural landscapes. We will advance citywide digital transformation and promote smarter and more refined urban governance.

(9) Promoting the high-quality development of the marine economy and accelerating the building of a new maritime Guangdong. We will persist in exercising strategic governance over the marine sector and striving for maritime competency, enhance land-sea coordination and mountain-sea synergy, comprehensively build a strong maritime province, and create a national demonstration zone for marine economic development.

Optimizing and expanding space for marine economic development. We will refine integrated layout of ports, industries, and cities as well as overall planning for major bays. We will prioritize nearshore development while expanding our offshore reach to advance multi-dimensional and comprehensive marine development. We will carry out marine surveys, observations and monitoring. The preservation and utilization of uninhabited islands will be advanced on a "one island, one policy" basis. We will strengthen coastline management and landscape control by advancing quota trading mechanism for shoreline occupation and compensation. We will advance marine ecological protection and restoration, continuing integrated management with concerted intensive effort in waters adjacent to the Pearl River Estuary.

Expanding and upgrading modern marine industries. We will consolidate and enhance development advantages in industries such as marine shipbuilding, ocean engineering equipment, marine power, marine chemicals, offshore oil and gas, marine transportation and marine tourism, cultivate and grow high-potential industries such as marine pharmaceuticals and biomedicine, marine new materials, and deep-sea mining, and actively develop unmanned ships and vessels, underwater robots, and water sports equipment. Development of new marine infrastructure will be enhanced. We will promote the development of modern marine ranches across the entire industrial chain, vigorously develop gravity-based deep-water net cages resistant to wind and waves, advance deep-sea and offshore aquaculture bases, and foster offshore fishing.

Improving the support system for marine economic development. We will actively implement the strategy of revitalizing the marine sector through science and technology, advance preparatory work for Shenzhen Ocean University, and advance the development of innovation platforms such as the national marine comprehensive test site, the research facility for the Cold Seep ecosystems, the national deep-sea research center and the domestic base for polar expeditions. 

We will strengthen the construction and upgrading of ports, consolidate the position of the Port of Guangzhou and the Port of Shenzhen as international hub ports, and conduct planning and research on the development of deep-water ports in the Pearl River Estuary. We will leverage the role of the Xijiang River "Golden Waterway" and the Beijiang River Waterway, and vigorously develop inland waterways. We will roll out innovative mechanisms for marine governance and resource utilization, promote the supply of "Standard Sea Areas" and comprehensively improve the utilization efficiency of marine resources.

(10) Firmly establishing and acting on the principle that lucid waters and lush mountains are invaluable assets and accelerating the development of a pioneering zone for building a Beautiful China. We will make coordinated efforts to cut carbon emissions, reduce pollution, pursue green development and boost economic growth, in order to promote the development of a Beautiful Guangdong through a tiered, categorized approach and drive a comprehensive green transition.

Further enhance ecological conservation under the "Green and Beautiful Guangdong" Campaign. We will develop contiguous areas of high-quality forest stands and beautiful forest appearance, advance targeted improvements in forest quality and rural greening, and complete the optimization and upgrading of two million mu (about 133,000 hectares) of forest stands, as well as two million mu of forest tending. We will vigorously promote the glorious tradition of "Yueshan Afforestation" and carry out extensive voluntary tree-planting activities. We will promote the integrated development of greenways, waterside walkways, ancient post roads, and forest trails, focus on building 40 landmark green-and-beautiful sites and six green-and-beautiful belts, and expedite the development of the Inner Bay Green Belt within the Greater Bay Area. 

We will take a holistic approach to promote integrated protection and restoration projects for mountains, waters, forests, farmlands, lakes, grasslands, and deserts. We will develop the South China National Botanical Garden and the International Mangrove Center to a higher standard, improve the planning and development of the provincial botanical garden system, advance the consolidation and optimization of protected natural areas, and effectively protect rare and endangered wildlife and their habitats. We will deepen reforms of the collective forest tenure system and state-owned forest farms, and develop the under-forest economy and forestry industry.

Intensifying efforts to keep the skies blue, waters clear, and lands clean. We will deepen zone-based environmental management and control, and expand pollution prevention and control efforts to build a Beautiful Guangdong. We will continue to improve air quality. With the major focus on continued decline in PM2.5 concentrations, we will promote coordinated reductions in nitrogen oxides and volatile organic compound emissions, strengthen integrated control of ozone pollution, and ensure a sustained decline in total emissions of major air pollutants.

We will strengthen sewage treatment, pollution source control, and ecological restoration, consolidate progress in improving surface water sections, ensure the proportion of surface water bodies meeting good-quality standards meets the national targets, and ensure the safety of drinking water sources. We will continue to promote the dredging of ponds and waterways, advance river and lake ecological protection to improve people's well-being and boost economic development, and develop a sustainable water economy. We will enhance source prevention and control of soil pollution, strengthen comprehensive solid waste treatment, continue to advance waste sorting, and improve construction waste management system. We will advance the inspection and remediation of environmental hazards posed by heavy metals and strengthen the prevention and control of emerging pollutants.

Accelerating the transition toward green production and lifestyle. We will advance national carbon peak pilot programs, implement a dual control system for both total carbon emissions and emission intensity, improve provincial and municipal carbon emissions statistics and accounting systems, advance national pilot programs for zero-carbon industrial parks and mechanisms for realizing the value of ecological products, and improve the trading systems for green factors such as carbon emission rights, water use rights, and green electricity. We will promote energy conservation and carbon reduction upgrades among industrial enterprises, cultivate a group of national green factories, green industrial parks, and green mines. We will promote the development of zero-carbon transport corridors and terminals. We will develop models such as "replacement plus recycling" and improve the circular utilization system for waste. A green, low-carbon lifestyle, along with green travel and consumption, will be promoted.

(11) Promoting the flourishing of socialist culture and advancing the building of a culturally strong province to a high standard. We will vigorously stimulate cultural innovation and creativity to provide solid ideological guarantees,  powerful inspiration and favorable cultural environment for high-quality development.

Promoting and putting into practice the core socialist values. We will normalize and institutionalize education in ideals and convictions. We will also promote cultural-ethical progress through coordinated efforts to raise public awareness, put principles into practice, and launch targeted initiatives. We will promote social morality, professional ethics, family virtues, and personal integrity, and continuously foster a culture that values the pursuit of excellence, virtue, resilience, and simplicity. 

We will make good use of the heritage of China's revolutionary history, advance the development of the Long March National Cultural Park (Guangdong section), and guide officials and the public, especially young people, to inherit the "red gene" (revolutionary legacy) and carry forward the revolutionary traditions. Systemic reform of mainstream media will be deepened, and mainstream thoughts and views will enjoy stronger and more widespread support.

Comprehensively developing cultural undertakings. We will vigorously promote the development of the press and publishing, radio, film and television, literature and art, and implement a five-year initiative to produce 100 outstanding cultural and artistic works and create more high-quality literary and artistic works with enduring, wide-ranging influence. We will widely carry out public cultural activities, including ten flagship competitions. We will advance the orderly construction of major cultural facilities and improve a modern public cultural service system that integrates urban and rural areas and features a tiered, multi-level, and category-based framework. 

We will sort out and explore more museum collections and promote high-quality development of museums. We will open university libraries to the public in an orderly manner and build a smart library system. We will continue to carry out the  Chinese ancient books preservation program. We will promote the creative transformation and innovative development of Lingnan culture, advance the World Heritage nomination of historic sites such as the Maritime Silk Road, the Ancient City of Chaozhou, and the Zhaoqing Ancient City Wall, step up region-based comprehensive protection of intangible cultural heritage, and better cultivate its representative inheritors. We will promote the prosperous development of philosophy and social sciences and enhance work on historical research, archives, and local chronicles.

Stepping up the development of cultural industries. We will enrich the supply of high-quality cultural products, improve cultural industry and cultural market systems, and vigorously develop key sectors including film and television, performing arts, animation and film, online games, e-sports, and online audiovisual services. We will cultivate new cultural business forms, including online broadcasting, immersive experiences, digital art exhibitions, cultural equipment manufacturing, and digital cultural products manufacturing. We will promote deep integration of culture science and and technology. A big data system for Guangdong's culture will be built. We will enable cultural exhibitions such as the China (Shenzhen) International Cultural Industries Fair to better promote the cultural industry, speed up the building of service platforms for Guangdong's culture to go global, and encourage more cultural enterprises and high-quality cultural products to expand overseas.

Advancing the building of a strong sporting province. Building on the momentum generated by the 15th National Games and in line with trends in public fitness and the public pursuit of health, we will organize a wide range of mass sports activities and high-level competitive sporting events, organize the 17th Provincial Games, 10th Provincial Games for Persons with Disabilities and city leagues in basketball, football, baseball, and other sports, and foster the development of the sports economy. We will promote the accessibility of competition venues for the 15th National Games to the public and build more than 2,000 kilometers of standard plastic running tracks tailored to local conditions.

(12) Addressing the full range of the people's concerns with dedication and utmost effort and better meeting their growing aspirations for a better life. In line with the principle of doing everything within our means, we must ensure that public services are inclusive, meet essential needs, and provide a cushion for those most in need, and work to resolve the urgent problems and worries of the people. We will deliver the Ten Livelihood Programs, advance social undertakings, and improve people's living standards.

Promoting high-quality full employment. We will prioritize employment, and work to create more than 1.1 million new urban jobs. We will implement measures to stabilize, expand, and improve employment, continue to implement interim measures of job retention subsidies, social insurance subsidies, and special-purpose loans, increase policy support for industries and enterprises with strong job-creation capacity, fully tap the employment potential of the service sector, and actively cultivate new occupations and positions. 

We will improve employment support and public service systems, take targeted measures to stabilize and expand employment for key groups such as university graduates, migrant workers and veterans, and provide employment assistance to meet the basic needs of people facing difficulties. We will increase support for high-quality entrepreneurship projects and promote entrepreneurship-driven employment. 

We will actively carry out vocational skills-upgrading programs, improve the modern skills training ecosystem that is guided by industry demand, delivers training through educational programs, and incorporates skills assessment, and promote the high-quality development of distinctive technical and vocational education. Efforts to address wage arrears will be intensified. We will show care and support for workers in new forms of employment, such as delivery and parcel couriers and ride-hailing drivers, improve services for migrant workers, and ensure that every worker is properly respected and that their rights and interests are fully protected.

Providing education that meets the people's expectations. We will carry out the task of fostering the virtue and moral integrity of our people through education, and improve physical and health education, aesthetic education, and labor education. We will promote the expansion of high-quality basic education, steadily advance free preschool education, expedite the creation of counties with inclusive and high-quality preschool education and counties with balanced, high-quality compulsory education, and add over 200,000 regular high school seats. Special needs and specialized education programs will be well run. We will expand enrollment in high-quality undergraduate education and implement a new round of initiatives of building world-class higher education by addressing weaknesses and developing distinctive features. We will enhance the capacity and quality of vocational schools and encourage the development of non-degree education. 

We will carry forward the spirit of educators, implement initiatives to enhance teachers' overall competency, and improve long-term mechanisms for improving teacher ethics and professional conduct. We will encourage coordinated education involving schools, families, and society and implement the national digital education strategy. We will improve public services for lifelong learning and build a learning society where everyone can learn anytime, anywhere.

Improving the social security system. We will raise basic pensions for urban and rural residents, vigorously develop enterprise annuities, and expand coverage while improving the quality and efficiency of the third-pillar pension system. We will steadily advance provincial-level unified management of basic medical insurance funds, improve the systems for critical illness insurance and medical assistance, and deepen reform of medical insurance payment methods. We will consolidate and enhance provincial-level unified management of unemployment insurance and work-related injury insurance funds, and expand pilot programs for occupational injury protection. 

We will ensure smooth transfer and continuation of social security accounts, promote more precise expansion of social security coverage, and support flexible workers and those in new forms of employment in participating in employee insurance schemes. We will improve a tiered, categorized social assistance system, providing services for groups such as elderly people living alone, children in difficulty, persons with disabilities, and others facing special hardships, and care and support for people with rare diseases, individuals with autism, and empty-nest seniors. We will promote and regulate the development of public-interest and charitable initiatives.

Striving to stabilize the real estate market. We will apply city-specific policies to control and optimize new housing supply while reducing inventory. We will revitalize idle commercial properties and office space, and enhance transaction convenience of existing housing. We will make further progress in the construction and multi-channel provision of government-subsidized housing, encourage the purchase of existing commercial housing for primary use as subsidized housing, and improve institutional frameworks for the housing rental market. 

We will advance the coordinated development of high-quality housing, neighborhoods, communities, and urban areas, improve housing quality and property management services, and better meet diversified housing needs. We will encourage the promotion of smart construction, prefabricated construction, and modular building, and advance the industrialization, digitization, and green transformation of sectors such as building construction, civil engineering, installation, and interior decoration, so as to strengthen the construction industry.

Building a higher-level "Healthy Guangdong". We will advance the development of national and regional medical centers and high-level hospitals, extend provincial key specialties to the county level, support the development of urban medical consortia and county-level medical alliances across the province, and strengthen operational support for county-level and primary-level healthcare institutions. We will fully roll out the "one registration valid for follow-up visits for three days" outpatient service, and deepen mutual recognition and sharing of examination and test results among medical institutions. We will expand international medical services. Capacity building in traditional Chinese medicine and mechanisms for integrating traditional Chinese and Western medicine will be improved. 

We will leverage the positive outcomes of the Patriotic Public Health Campaign and strengthen the prevention and control of major infectious diseases. We will comprehensively enhance emergency medical response, blood supply, and emergency preparedness. We will improve early identification and proactive intervention for health risks, enhance integrated prevention and control of chronic diseases, such as hypertension and diabetes, and provide better mental health and psychiatric services. 

We will improve coordinated development and the governance mechanisms for medical care, medical insurance, and pharmaceuticals, deepen reform of public hospitals with a focus on public interests in areas such as staffing, service pricing, compensation systems, and comprehensive oversight, optimize centralized procurement of medicines and medical consumables, and promote the use of innovative drugs and medical devices in hospitals. Services across the full spectrum of prevention, treatment, rehabilitation, and health management will be enhanced in a coordinated manner to enable the public to enjoy healthier, higher-quality lives.

Promoting high-quality population development. We will advocate positive views on marriage and childbearing, optimize fertility-supporting policies and incentives, expand coverage of maternity insurance, effectively implement childbearing subsidies, and develop inclusive childcare and integrated care for infants and young children. We will enhance healthcare services for women and children, implement screening programs for birth defects, as well as breast cancer and cervical cancer among women of eligible age, strengthen the protection of minors, and advance the development of child-friendly cities. The building of youth-development-friendly cities will be promoted. 

We will improve an elderly care system centered on home-based care, supported by institutional services, and integrating medical and elderly care. We will advance the building of elderly care service networks at the county, township, and village levels, develop age-friendly communities, encourage private capital to establish elderly care and rehabilitation centers, implement long-term care insurance, and improve care systems for elderly people with loss of self-care ability or cognitive impairment.

Delivering tangible, perceptible and accessible results by addressing the matters that affect people's everyday lives. Things as simple as a running track, a walkway, a patch of greenery, a bus stop, a parcel locker, a charging station, and an accessible facility, can enhance the livability and convenience of our people. We will ensure that such needs are identified and addressed promptly to continuously enhance convenience and comfort in everyday life, so that the warmth and care of Guangdong can be felt in the concrete details of daily life.

(13) Balancing high-quality development with high-level security and firmly safeguarding the bottom line of secure development. We must fully adopt a holistic approach to national security, consolidate security in the course of development, and pursue development in a secure environment. We will enhance risk prevention and mitigation capabilities and further strengthen the rule of law and promote the Peaceful Guangdong Initiative.

Actively and prudently defusing risks in key areas. We will work to reform and mitigate risks at high-risk financial institutions, streamline and improve the quality of small- and medium-sized financial institutions, establish and improve risk-monitoring and early-correction mechanisms, and vigorously crack down on illegal financial activities. We will steadily and orderly respond to and mitigate risks in real estate sector, make better use of city-level real estate financing coordination mechanisms, and enable healthy and orderly development of real estate enterprises. We will strengthen comprehensive monitoring and regulation of local government debt and resolutely curb the growth of hidden debt.

Steadily enhancing public safety and social governance. We will implement the national security responsibility system and give top priority to safeguarding political security in our work. We will deepen development of the overall crime prevention and control system and capacity building, crack down hard on all types of illegal and criminal activities, enhance community-based prevention and governance capacity, and advance the standardized development of comprehensive social governance centers. We will enhance integrated governance of cyberspace security. We will improve road traffic safety governance and tighten up oversight of food and drug safety. We will improve the social governance system and the cultivation and management of social organizations. We will uphold and develop the Fengqiao model for promoting community-level governance in the new era, give full play to the principal role of the people, promote resolution of disputes and conflicts at their sources, and advance the law-based handling of public complaints. We will develop volunteer services and strengthen the development of social work workforce. The Ninth Five-Year Plan for Raising Public Awareness of the Rule of Law will be launched.

Remaining fully committed to workplace safety and disaster prevention, mitigation, and relief. We will comprehensively conclude the three-year campaign to address the root causes of workplace safety risks, better integrate comprehensive surveys and focused inspections, and improve the effectiveness of identifying and rectifying risks and hazards. We will enhance monitoring, forecasting, and early warning for natural disasters, advance relocation programs to mitigate geological disaster risks, improve capacity to respond to extreme weather, and effectively guard against natural disasters and secondary disasters. The public fire safety system and forest fire prevention and suppression will be improved. We will improve integrated air-ground emergency rescue systems, advance the development of provincial-level regional emergency rescue centers, and enhance the capacity to stockpile and ensure the supply of emergency materials.

Supporting national defense and military modernization. We will deepen reform on military-civilian work, and enhance military-civilian coordination. We will promote mutual support between the military and the government and between the military and the people, encourage the military and the people to work together to promote cultural and ethical progress, and improve the military-civilian support system for front-line troops. We will enable new quality productive forces and new quality combat capabilities to effectively integrate with and boost each other. We will advance national defense mobilization and reserve force development, strengthen work related to militia affairs, and promote the development of an integrated, intelligent border and coastal defense management system. 

We will deliver on entitled benefits and subsidies as well as resettlement assistance for ex-service members, enhance ideological and political guidance on them, and better leverage their strengths. We will enhance efforts to raise public awareness about the importance of national defense, accelerate the development of Lingnan National Defense Education Base, and consolidate unity between the military, the government and the people.

(14) Comprehensively strengthening the all-around improvement of government and striving to build a clean and service-oriented government that upholds the rule of law and meets the people's expectations. Governments at all levels across the province must raise their consciousness of the need to think in?big-picture terms and improve their administrative capacity, remain hardworking, maintain the spirit of vigor and vitality, and continuously enhance the quality and effectiveness of government work.

Strengthening the Party's overall leadership. We must acquire a deep understanding of the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and of establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We must become more conscious of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; and uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee's authority and its centralized, unified leadership. We must meet these requirements in every word and deed, in every moment and context, and in the tangible results of our work. We will strictly observe political discipline and political rules, rigorously implement rectification measures in response to feedback from central inspections, and continuously enhance the capacity for political judgment, thinking, and implementation, always maintaining a high degree of alignment with the Party Central Committee, with Comrade Xi Jinping at its core in thinking, political stance, and action.

Comprehensively advancing law-based administration. We will perform our duties and exercise power strictly in accordance with the Constitution and laws, improve the quality of legislation, fully implement the filing and review system for normative administrative documents, ensure standardized, fair, and civilized law enforcement, and perform all government duties in strict adherence to the rule of law. 

We will readily report on our work to the Provincial People's Congress and its standing committee, readily submit ourselves to the oversight of the people's congress, accept democratic oversight from the CPPCC, specialized oversight from discipline inspection and supervision bodies, and place ourselves under oversight from all sectors of society. We will carefully consider all opinions from other political parties, industry and commerce federations, prominent figures without party affiliation, and people's organizations. We will advance government information disclosure and ensure transparency in the exercise of power.

Steadily optimizing government services. Work performance of our governments will be evaluated by whether they have delivered tangible results for the people with dedicated efforts. We will seek advice from enterprises, the public, and those working on the ground, act swiftly on matters beneficial to the people, however small, and ensure they are done well. We will continue to streamline government processes and work to improve efficiency and effectiveness. 

We will enhance digital government development and work to ensure instant and direct access to policies benefiting enterprises and the public without additional application procedures. We will work in close coordination with, and provide strong support to, central institutions stationed in Guangdong to jointly and effectively advance Guangdong's development.

Consistently embracing hard work and results-oriented action. We will apply a target-oriented and results-oriented approach, conduct research with pragmatism, implement concrete actions with diligence, and focus on tangible outcomes when reviewing our performance. We will adopt a problem-solving approach, continuously seek out real problems and use their solutions to drive work forward. We will focus on acting swiftly, meticulously, and effectively, refining task lists, setting clear plans, timelines and accountability to ensure closed-loop management for tasks across all areas. We will adhere to the principle of "policy plus implementation", strengthen on-site coordination and services, and urge departments at all levels to devote more time and energy to responding to public needs and delivering concrete services that benefit both people and enterprises.

Rigorously strengthening Party conduct and clean governance. We will consolidate and expand the outcomes of the education campaign on implementing the Central Committee's eight-point decision on improving Party and government conduct, intensify efforts to address formalism and reduce burdens at the primary level, and promote the normalization and long-term effectiveness of Party conduct improvement. 

We will integrate efforts to rectify misconduct, enforce discipline, and combat corruption throughout the entire process of exercising power, continue intensive efforts to address misconduct and corruption that directly affect people's lives, and foster a political atmosphere of integrity to support a sound development environment. We will leverage the oversight role of auditing, statistics, and accounting and bring all government investment projects under "penetrating" fund supervision. 

We will advance the revitalization and shared use of existing state-owned assets in administrative and public institutions. Appendix 1

Ten Livelihood Programs of Guangdong Province for 2026

Upholding the principle that people's well-being is of paramount importance, we will devote greater resources to serving the public, focus on providing inclusive public services, meeting essential needs, and ensuring basic living standards, and will make solid progress in delivering the following ten livelihood programs to ensure visible progress, concrete results and tangible benefits for the people.

1. Raising the level of basic living assistance for subsistence allowance recipients, people in extreme difficulty, and orphans, improving the living allowance for impoverished individuals with disabilities and the nursing care allowance for severely disabled individuals, and strengthening livelihood support for other vulnerable groups. The rural subsistence allowance will be raised from 77% to over 80% of the urban standard, and monthly per capita subsidies for urban and rural subsistence allowances will be no lower than those of the previous year. The basic living allowance for people in extreme difficulty will be set at no lower than 1.6 times the local subsistence allowance.

The provincially set minimum standard for basic living allowance for orphans raised in care facilities will rise from 2,375 yuan to 2,423 yuan per person per month, and that for orphans living in individual households (including children infected with HIV) will increase from 1,536 yuan to 1,567 yuan per person per month. De facto uncared-for children raised in care facilities and living in individual households will be subject to the standards applicable to orphans raised in care facilities and living in individual households, respectively. Care and nursing standards at child welfare institutions will be steadily improved.

The living allowance for impoverished individuals with disabilities will be raised from 209 yuan to 217 yuan per person per month, and the nursing care allowance for severely disabled individuals will be raised from 280 yuan to 290 yuan per person per month. Free rehabilitation assistance services, including basic visual function training, cochlear implant surgery, limb orthopedic surgery, assistive device fitting, and rehabilitation training, will be provided to more than 20,000 children with visual, hearing, physical, or intellectual disabilities. Standardized training will be organized for more than 1,000 rehabilitation professionals.

Targeted services, such as individual rehabilitation and social integration, will be provided free of charge to more than 8,000 children with autism, and care and support services, including parent-child activities, group psychological counseling, and rural outreach, will be offered free of charge to more than 1,000 families with autistic children. More than 10 training courses on autism diagnosis and treatment technologies will be held, and standardized training will be provided to more than 2,000 professionals in the rehabilitation of children with autism.

For rare disease patients, the costs of medicines covered under the exclusive reimbursed drug list will be settled separately between the basic medical insurance fund and designated medical institutions, and, after reimbursement by basic medical insurance, the remaining costs will be included in the scope of critical illness insurance and other payment mechanisms. Outpatient reimbursement rates for rare diseases will be raised across the province to ease patients' financial burdens.

2. Accelerating the establishment of a long-term care insurance system and enhancing elderly care service supply. The establishment of a long-term care insurance system will be accelerated to provide basic living care and necessary medical and nursing services for people with severe disabilities. Elderly meal assistance services will be developed in line with local conditions. Vocational skills training will be provided to more than 50,000 on-duty elderly care workers, newly recruited staff of elderly care institutions, and other individuals seeking employment in elderly care  across the province. More than 1,500 newly certified elderly care workers will be added, bringing the total number of certified caregivers in elderly care institutions to over 4,500. We will standardize occupational skill level certification of elderly care workers, improve incentive and benefit mechanisms, and provide preferential treatment to on-duty caregivers in promoting their professional titles. We will continue to provide integrated medical and elderly care services in home-based and community settings, and support eligible medical and health institutions in offering such integrated services. The coverage rate of such services for people aged 65 and above will exceed 40%, better meeting their needs. 

3. Improving conditions for regular senior high schools and scaling up and upgrading education assistance. A number of public regular senior high schools will be newly built, expanded, or renovated, with priority given to areas experiencing large population inflows and acute school places shortages, with more than 200,000 additional senior high school seats added. More than 10 county-level public senior high schools will be supported in addressing shortcomings by improving infrastructure, including dormitories, dining facilities, and toilets, and by adequately equipping themselves with basic facilities, including teaching instruments, sports equipment, and lighting fixtures, benefiting over 30,000 students. Coverage of targeted assistance partnership programs for county-level senior high schools will be expanded from 15 to 57 counties (county-level cities), paired assistance between 232 high-quality senior high schools and county-level schools will continue, and the vertical assistance partnership from the 12 higher education institutions (with teacher education functions) for county-level basic education will be intensified, enhancing the quality of education in counties.

4. Enhancing maternity medical care and reducing the cost of childbirth and child-rearing. The childcare subsidy system will be implemented. Service processes related to maternal health care, inpatient delivery, and infant vaccination will be optimized, and childcare subsidies will be provided to more than three million infants and young children, easing the burden of child-rearing. Maternity-related medical expenses incurred by employees enrolled in maternity insurance for prenatal examinations and inpatient childbirth, and inpatient medical expenses for specific pregnancy-related conditions will be fully covered by the basic medical insurance fund for enrolled employees, provided that the medicines, diagnostic and treatment items, and medical consumables involved fall within the payment scope prescribed by the state and the province. These conditions include pregnancy-stabilization treatment for late threatened miscarriage, cervical insufficiency, and threatened preterm labor and external cephalic version for abnormal fetal position. 

Five new municipal-level comprehensive childcare service centers and ten county-level childcare service institutions will be built, benefiting more than 500,000 children under the age of three. Regular higher education institutions will be encouraged to establish undergraduate programs in pediatrics, moderately expand postgraduate training in pediatrics, and train more than 500 pediatricians, further improving access to pediatric medical services.

5. Providing inclusive public employment services and strengthening protection of rights and interests for workers in new forms of employment. We will provide subsidized vocational skills training to more than 300,000 individuals, expand enrollment in technical and vocational colleges to over 190,000 students, and help more than 300,000 workers obtain vocational qualifications or skill-level certificates, enabling more workers to secure employment through skills upgrading. We will step up the development of Guangdong's lifelong learning system that serves the general public and expand the supply of vocational training resources for lifelong learning.

We will advance the "Millions of Talents Gather in Guangdong" Initiative, attracting more than one million college graduates to work or start businesses in Guangdong. More than 8,000 public welfare jobs will be developed and reserved, with priority given to groups facing employment difficulties, including older workers, persons with disabilities, and the long-term unemployed. We will create more internship positions in entrepreneurial management and technological research and development, providing more than 60,000 employment internship positions across the year. We will encourage more than 20,000 college graduates and other young people to secure stable employment in eastern, western, and northern Guangdong.

We will foster more than 30 one-stop mediation platforms for labor disputes involving workers in new forms of employment, providing mediation services for disputes over remuneration, rewards and penalties, rest and leave, occupational injury, and other issues between such workers and platform companies or their cooperating employers. We will expand pilot programs for occupational injury insurance for workers in new forms of employment, bringing more workers in sectors such as mobility services, instant delivery, and intra-city freight into coverage. Province-wide, more than 6.4 million workers in new forms of employment will participate in occupational injury insurance programs.

6. Providing mental health services for adolescents through collaboration among families, schools, and communities. We will upgrade the 12355 Youth Service Hotline, mobilizing more than 8,000 volunteers across the province to provide 24-hour free online and offline psychological counseling and mental health services on over 750,000 occasions. We will work with youth service centers, the 12338 Women's Federation Rights-Protection Service Center, women's rights protection stations, and "Ease of Mind Stations" that provide psychological counseling services, promoting mental health services at the community level by handling more than 3,000 cases in areas covering psychological counseling, legal assistance, rights protection, and mediation, making mental health services more accessible.

We will ensure that primary and secondary school students engage in no less than two hours of physical activity each day, and guarantee the duration of students' physical exercise. We will continue to enhance the professional capacity of mental health education teachers across primary, secondary, and higher education institutions, providing training for more than 28,000 of them. Schools at all levels will organize more than 5,000 themed education activities and parent workshops to improve mental health literacy among students and parents, guiding and supporting young people in developing a positive mindset and well-rounded character.

7. Enhancing access to primary healthcare services and promoting mutual recognition and sharing of examination and test results. We will provide continuous health management services for key population groups, including pregnant and postpartum women, children aged zero to six, senior citizens aged 65 and above, and patients with hypertension, type II diabetes, and chronic obstructive pulmonary disease. The postpartum visit rate for pregnant women and the health management coverage rate for children aged zero to six will exceed 90%. The coverage rate of standardized primary healthcare services for people aged 65 and above and for patients with hypertension and type II diabetes will exceed 66%.

More than 1,000 rural-oriented tuition-free medical students will be trained and recruited under targeted programs, and healthcare professionals will be cultivated to meet primary-level needs. Screening methods for breast cancer and cervical cancer will be optimized, with free screenings provided to more than 530,000 eligible women, improving early diagnosis and treatment rates. We will push forward province-wide mutual recognition and sharing of examination and test results, promote mutual recognition of medical images stored on professional cloud platforms, and expand the number of mutually recognized items among medical institutions within the province by more than 20%.

8. Steadily advancing rural domestic wastewater treatment and ecological conservation of rivers and lakes. We will renovate and upgrade the existing domestic wastewater treatment facilities in more than 5,000 natural villages and optimize their operations, maintenance, and management. Measures such as recycling, adjustment of micro-power facilities, and centralized treatment at plants will be adopted in light of local conditions to improve treatment effectiveness and ensure sustainable operation, with farmer satisfaction rate of 80% or above among farmers in project areas.

We will develop more than 100 well-protected and well-managed "happy rivers and lakes" to enhance people's well-being and support more than 5 counties (county-level cities or districts) in undertaking comprehensive development of these rivers and lakes. In doing so, we will improve the overall ecological conditions of rivers and lakes, providing the public with more accessible waterfront spaces for leisure and fitness.

9. Raising regulatory standards for food and drug safety in key areas and key links. We will intensify food sampling inspections at key venues such as school canteens, chain restaurants, and supermarkets, with average food sampling inspections exceeding 6.6 batches per 1,000 people, including more than 50,000 batches under the "You Choose, We Test" program. Rapid testing will be conducted for all products sold by vendors at agricultural product wholesale and retail markets operating across the province.

Full-process inspection, evaluation, and meal quality and safety monitoring will be implemented for 320 contracted or entrusted primary and secondary school canteens and 40 student meal delivery enterprises. Sampling inspections will be carried out for bulk raw materials, tableware, and food products in 3,250 batches, and based on the non-compliant results of such inspections, we will conduct extra on-site inspections and follow-up sampling for relevant suppliers within the province. 

Quantitative testing of agricultural products will exceed 23,000 batches, including more than 9,000 batches for pesticide and veterinary drug residue testing, ensuring a routine monitoring compliance rate of over 98% for agricultural product quality and safety. Drug sampling inspections will exceed 15,000 batches, including more than 9,000 batches at retail pharmacies and medical institutions and more than 1,500 batches in rural areas and urban-rural fringe areas. Sampling inspection coverage of medicines selected under the national bulk procurement program and manufactured within the province will reach 100%. Strict verification and disposal of substandard medicines will be ensured.

10. Advancing the "High-quality Rural Roads" Initiative (focusing on the construction, management, maintenance and operation of roads), promoting the development of expressway service areas, and improving the accessibility and user-friendliness of charging infrastructure. We will build and upgrade 2,500 kilometers of rural roads, in which more than 600 kilometers of county roads will be upgraded, improving counties' connectivity with expressways, national and provincial highways, key industrial parks, townships under their jurisdiction, and tourism destinations. We will renovate 180 dilapidated rural bridges (including ferry-to-bridge conversion projects) to better safeguard routes for schooling, employment, and emergency medical services.

We will build new expressway service areas, increase the density of existing service areas, and upgrade 24 service areas, including developing 14 service areas with local resources and features. Mobile network coverage along railways, expressways, and national and provincial highways will be enhanced, providing continuous signal coverage at key locations along 42,700 kilometers of routes across the province.

More than 500,000 new-energy vehicle charging facilities will be built, with total charging volume increasing by over 25%. We will install more ultra-fast and fast charging facilities, improve charging infrastructure at the county, township, and village levels, and develop and make good use of the provincial intelligent service platform for electric vehicle charging facilities to better meet the public's demand for high-quality, diversified mobility services.

Appendix 2

Explanation of Terms

1. Enterprises above Designated Size in Four Categories 

A customary term used in current statistical practice for legal entities that have reached a certain scale, qualification, or threshold. It includes: industrial enterprises above the designated size, qualified construction enterprises, wholesale and retail enterprises above the designated threshold, accommodation and catering enterprises above the designated threshold, real estate development enterprises engaged in development and operation, and service-sector legal entities above the designated size.

2. The "Double High" Plan 

Short for the Construction Plan for High-Level Vocational Schools and Key Disciplines with Distinctive Chinese Characteristics, which is jointly implemented by the Ministry of Education and the Ministry of Finance. The plan aims to develop a group of high-level vocational institutions and high-level discipline clusters.

3. "High-quality Rural Roads" Initiative

An initiative to build, manage, maintain, and operate rural roads well.

4. "Pairing 100 Universities with 100 Counties" Program

An initiative linking 100 universities with 100 counties to support the High-Quality Development Project for Hundreds of Counties, Thousands of Towns, and Myriads of Villages. It leverages higher education through organized, systematic, and project-based efforts to provide targeted assistance in county-level industrial development, urban-rural planning, collective economy development, basic public services, talent cultivation, and reform and innovation.

An initiative to develop world-class universities and first-class disciplines.

6. Integrated Rail Transit Network Development

The integration of trunk railways, intercity railways, suburban (regional) railways, and urban rail transit.

7. "Four Emerging Industries"

As defined in the Master Plan of the Development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, these are emerging industries that promote Macao's appropriate economic diversification: R&D and high-end manufacturing; Macao's signature industries such as traditional Chinese medicine; the cultural tourism, convention and exhibition, and commerce sectors; and modern financial services.

8. Chain-based Transformation

This concept consists of supply-chain transformation and industrial-chain transformation. "Supply-chain transformation" refers to a process whereby leading manufacturers build digital supply chains, thus driving standardized digital transformation across related enterprises in the supply chain and enabling the interconnection across all stages.

"Industrial-chain transformation" refers to a process whereby industrial internet platform enterprises aggregate and organize manufacturing resources via those platforms to provide upstream and downstream enterprises with tailored digital products and solutions, thereby improving operational efficiency across the chain.

9. Trusted data space 

A data circulation and utilization infrastructure based on shared rules that connects multiple participants to enable shared use of data resources. It serves as an application ecosystem for co-creating the value of data factors and plays a key role in supporting the development of a unified national data market.

10. Financial Development in Five Key Areas  

Technology finance, green finance, inclusive finance, pension finance, and digital finance.

11. "Promote Standardization in Five Areas and Further Open Up" 

Standardizing market rules, infrastructure, government conduct, market regulation and law enforcement, and resource allocation, while continuing to further open up both domestically and internationally.

12. "Single Window" 

A system under which all parties involved in international trade and transport submit standardized information and documents through a single platform to meet legal, regulatory, and administrative requirements, thereby facilitating trade.

13. Standard Sea Areas

It refers to the mariculture zones delineated by the competent departments of the people's governments at or above the county level in accordance with territorial spatial planning, coastal and marine spatial planning, and aquaculture planning for water areas and mudflats, upon completion of pre-development procedures such as regional marine use feasibility assessments and stakeholder coordination while setting rational control indicators for offshore distance, water depth and sea-use area, which are ready for direct approval or transfer for the construction of individual modern marine ranch projects (open-sea aquaculture use).
