On the afternoon of September 16, a policy briefing session on cross-border data flows and artificial intelligence (AI) was held in Hengqin to enhance cooperation between Hengqin and Macao in data compliance and AI technologies. The event aimed to support the development of the Macao-Hengqin International Digital Trade Hub, promote lawful cross-border data transfer, and regulate the application of AI.
During the meeting, an initiative was signed to promote cross-border data flow and jointly build an international digital trade hub, committing to strengthening regional collaboration in policy coordination, technical standards, and regulatory mutual recognition. The initiative seeks to facilitate secure, efficient, and convenient cross-border data flows, boost the construction of the digital trade hub, and inject new momentum into the digital economy.
The event also featured the unveiling ceremony of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Data Special Zone (Hengqin) Cross-Border Demonstration Hub, along with the launch of China Unicom's Cross-Border Trusted Data Space Platform and the China Unicom Greater Bay Area Cross-Border AI Computing (Hengqin) Center.
As a key platform for development in the GBA, Hengqin is accelerating the establishment of an international digital trade hub, actively exploring innovative mechanisms for cross-border data flow, and striving to create a high-level open environment for data cooperation.
Simultaneously, Hengqin is advancing the construction of a "Data Canal" linking domestic and international markets, addressing challenges posed by fragmented global digital regulations, supporting digital enterprises in expanding internationally, and safeguarding national interests in digital development.
Guangdong will continue to improve its data governance system to support Hengqin's pioneering efforts in cross-border data pilot programs. By promoting the orderly flow and efficient allocation of data resources, the province aims to foster deeper integration between the real economy and the digital economy, establish data as a key driver of high-quality economic growth, and accumulate replicable experiences for the nation.
At the briefing, a series of essential compliance guidelines and policy measures were introduced. These included management measures for labeling AI-generated content, compliance guidance for large-scale models, pathways for cross-border data compliance, and digital support policies for small and medium-sized enterprises in Macao.
