Data Explorer | China sets 2026 growth target at 4.5–5%, doubles down on innovation

On March 5, Chinese Premier Li Qiang delivered a government work report at the opening meeting of the fourth session of the 14th National People's Congress (NPC), China's top legislature, in Beijing. The report unveiled China's key achievements in 2025, the country's major new achievements over the 14th Five-Year Plan period (2021-2025), the main targets for development this year, and the major development targets for the next five years (2026-2030).

China's gross domestic product (GDP) grew 5% year on year in 2025, reaching a record high of 140.19 trillion yuan (around 20 trillion USD), with a 5.4% average annual GDP growth during the 14th Five-Year Plan period (2021-2025).

China targets an economic growth of 4.5% to 5% this year and will strive for better in practice.

Main targets for development this year also include over 12 million new urban jobs; an increase in the consumer price index of around 2%; grain output of around 700 million tonnes; and a drop of around 3.8% in carbon dioxide emissions per unit of GDP.

To pursue innovation-led and green development, China projects an annual average increase of at least 7% in nationwide R&D spending and envisions a total reduction of 17% in carbon dioxide emissions per unit of GDP between 2026 and 2030.
