At the Asia-Pacific Media Forum in Shenzhen on September 5, 2026, professor Zhang Weiwei, director of the China Institute at Fudan University, shared his insights on AI development and the unique advantages of the Guangdong-Hong Kong-Macao Greater Bay Area.
Drawing on NVIDIA CEO Jensen Huang's analogy, Zhang described AI as a "five-layer cake." The first layer is energy, mainly electricity; the second is chips; the third is infrastructure; the fourth is foundation models; and the fifth is applications. "These five layers must work together in synergy," he emphasized.
Zhang then pointed out that the Greater Bay Area, and Shenzhen in particular, already possesses this complete ecosystem. "Shenzhen, strictly speaking, draws its electricity from the national power grid," he noted, highlighting the city's access to stable energy infrastructure.
At the chip level, he cited Huawei's Ascend chip as a key player. For foundation models, he mentioned Huawei's Pangu model and other large models that empower industries across the board. "And when it comes to applications, that is where Shenzhen truly excels," he said.
