On May 27, 2025, at the Forum on Building Cultural Strength and Promoting Digital Intelligence of the Greater Bay Area, Wu Zhiliang, highlighted the significance of cultural exchanges in the GBA.
He proposed the creation of a Greater Bay Area Civilization Exchange Index, which would incorporate indicators like religious harmony, cultural heritage revitalization efficiency, and the growth rate of cross-border cultural consumption. Wu also stressed the importance of promoting international organizations, especially United Nations agencies, to establish a "GBA Civilization Observation Station".
