Guangdong-Macao In-Depth Cooperation Zone in Hengqin announces institutional reform of its Executive Committee

On June 26, the Guangdong-Macao In-Depth Cooperation Zone in Hengqin announced an institutional reform of its Executive Committee, aiming to address development bottlenecks and better meet the needs of residents and enterprises in Hengqin and Macao.

Following the reform, the Executive Committee now has nine functional bodies: the Administration and Legal Bureau; the Development, Reform and Statistics Bureau; the Finance Bureau; the Industrial Development Bureau; the Financial Development Bureau; the Livelihood Affairs Bureau; the Commercial Services Bureau; the Urban Planning and Construction Bureau; and the Talent Development and Social Security Bureau.

The newly established Talent Development and Social Security Bureau will coordinate talent development and social security services to meet the needs of Hengqin and Macao residents, enhance the area's appeal to talent, and gradually take over certain civil affairs functions.

The Administration and Legal Bureau was created by integrating parts of the former Legal Affairs Bureau and the former Administrative Affairs Bureau. Relevant functions of the former Legal Affairs Bureau and the former Statistics Bureau have been integrated to form the Development, Reform and Statistics Bureau, strengthening overall planning for development and reform.

Certain administrative law enforcement functions previously handled by the Commercial Services Bureau have been transferred to the line departments responsible for the corresponding approvals and supervision, ensuring closer coordination between approval, oversight, and enforcement. This will help establish a regulatory system with clearer responsibilities and more efficient coordination, and foster a more standardized and transparent business environment for all market entities, especially Macao-invested enterprises.

The former Economic Development Bureau has been renamed the Industrial Development Bureau. The renamed bureau will further coordinate industrial development and investment promotion in the Cooperation Zone, improve mechanisms for investment-related collaboration, and focus on key industrial priorities. The move aims to strengthen industrial synergy and support Macao's appropriate economic diversification.
