The Guangdong-Macao In-Depth Cooperation Zone in Hengqin has recently been selected as one of the first batch of pilot sites for international cooperation in the data sector, alongside Guangzhou and Shenzhen.
Under the pilot plan, Hengqin will leverage the unique advantages of the "Macao + Hengqin" model, focusing on cross-border data flow service infrastructure, mutual recognition of data flow regulations and joint training of digital talent. The goal is to build a new hub and corridor for international data cooperation targeting Portuguese- and Spanish-speaking countries and to explore a multi-level, broad-scope model for global collaboration.

The pilot builds on Hengqin's existing groundwork in cross-border data flows. In May, Guangdong issued a negative list for data exports from its pilot free trade zone. On June 5, the Executive Committee of the zone released the implementation guidelines for data export management. Since its establishment in May 2025, the zone's cross-border data service center has provided policy consultation and compliance guidance to over 70 companies.
Currently, Hengqin is building a data flow rule system connecting Macao and the Chinese mainland, positioning itself as a digital trade hub that links the Chinese mainland with Macao and extends to Portuguese-speaking countries. The hub has identified four initial priority scenarios: China-Brazil digital cooperation, cross-border meteorological data exchange, cross-border research data flows and international commercial credit services.
Looking ahead, the zone will use the digital cooperation initiative between China and Brazil as a pilot project to address the current fragmentation of international data rules. The goal is to develop a model that can be replicated in other Portuguese- and Spanish-speaking countries.
