Hengqin relaxes restriction on subsidies for Macao enterprises

Good news for Macao enterprises in the Guangdong-Macao In-depth Cooperation Zone in Hengqin! Recently, the Cooperation Zone revised its subsidy policy for Macao-funded enterprises, broadening eligibility criteria and easing application requirements to accelerate integration into the regional economy.

The updated Support Measures for Macao-Funded Enterprises, unveiled at a policy briefing on May 20, introduce "two key relaxations" to help businesses stabilize operations.

The revised policy removes the previous "no subleasing" restriction, allowing companies to qualify for office or commercial space subsidies even if they lease through authorized agents rather than directly from property owners.

In a move to include more businesses, Hengqin now accepts properties with either government-issued completion certificates or traditional ownership deeds. This dual-track system replaces the earlier requirement for real estate titles, which had excluded many newer developments still in the certification process.

First implemented in February 2023, the policy covers seven areas of support, including rent rebates, branding incentives, R&D grants and exhibition subsidies. Over 140 Macao firms attended the workshop where officials walked through operational benchmarks and documentation requirements using real-world case studies.

The application portal for the second half of 2024 subsidies officially opened on May 15, 2025. Deadlines and detailed guidelines are available online.
