The Guangdong-Macao In-Depth Cooperation Zone in Hengqin has developed a unique governance model to facilitate the integration of Hengqin and Macao, including the introduction of Macao community advisors and deliberation halls. This model is designed to address the diverse needs of residents from different backgrounds and help them better integrate into their communities.
To bridge communities, in 2024, Lianhua Community, home to approximately 20,000 residents including over 9,000 Macao residents, piloted the employment of five Macao community advisors. This initiative has significantly improved the precision of services for Macao residents.
Macao community advisors facilitate communication and address residents' needs. These advisors, such as Chen Yulin from Lianhua Community, play a crucial role in connecting Macao residents with the community. Through WeChat groups, Chen receives and addresses various resident concerns, from delivery parcel pick-up stations to policy inquiries, exemplifying the active integration of Macao residents into Hengqin's community life.
In addition to introducing Macao community advisors, the Hengqin-Macao deliberation hall in Xiaohengqin Community also serves as a platform for residents to engage in community governance. The community's deliberation and consultation system, renamed the Hengqin-Macao deliberation and consultation meeting after the establishment of the cooperation zone, has become a hub for residents to discuss and resolve local issues.
Hengqin's governance practice is centered on inclusiveness and innovation. Inclusiveness is reflected in respecting the customs of residents from both sides and resolving conflicts through deliberation and activities. Innovation lies in continuously exploring new governance models, such as the appointment of Macao community advisors and the establishment of Hengqin-Macao deliberation halls, which integrate government, community, and resident resources to form a united governance force.
