Guangdong Province unveiled the outline of its 15th Five-Year Plan (2026-2030) for Economic and Social Development at a press conference on May 26.
According to Meng Fanli, Governor of Guangdong Province, since the 14th Five-Year Plan period (2021-2025), Guangdong has made new progress in economic and social development, with all key indicators registering solid growth.
He noted that the 15th Five-Year Plan period is a crucial stage for laying a solid foundation and making all-around efforts toward basically realizing socialist modernization. It is also a critical period for Guangdong to build new advantages and achieve new breakthroughs.
The outline sets out eight development goals and 19 key tasks across various sectors. Guangdong aims to achieve average annual GDP growth of around 5 percent and make major breakthroughs in developing new quality productive forces, serving and integrating into the new development paradigm, and building a modernized economic system.
Scientific and technological innovation is expected to improve significantly, with an integrated development system for education, science and technology, and talent basically taking shape and the province’s total R&D spending increasing by an average of 5 percent annually.
Guangdong will also implement the High-quality Development Project for Counties, Towns and Villages and a people-centered new-type urbanization strategy to promote urban-rural and regional development in a more balanced and coordinated way.
Further efforts will be made to advance ecological civilization, with notable progress in building a greener and more beautiful Guangdong and landmark outcomes in developing a pilot zone for a Beautiful China.
The province also aims to make new breakthroughs in further deepening comprehensive reforms, significantly raise the level of social civility, and continuously improve people’s living standards. It will also elevate the construction of a law-based Guangdong and a safe Guangdong to a higher level.
