Recently, the Guangdong-Macao In-depth Cooperation Zone in Hengqin released the convenient practice recognition list for overseas professional qualifications (2025 edition).
This list allows professionals holding specified overseas qualifications to provide services within Hengqin through practice filing, registration, or exemption from specific professional examination subjects, in accordance with relevant implementation measures.
The publication of this list is an important part of the alignment of rules between Hengqin and Macao, aiming to facilitate the cross-border flow of innovative talent and provide support for the integrated development of Hengqin and Macao.
The list covers 10 fields: Law, Finance, Accounting, Taxation, Pharmacy, Healthcare, Architecture, Planning, Tourism, and Social Work. It includes 87 professional qualifications, such as lawyers, securities practitioners, accountants, tax agents, and civil engineers. Notably, 49 of these are Macao professional qualifications, further expanding the practice scope for Macao professionals in Hengqin.
In recent years, Hengqin has established a relatively comprehensive filing management system for Hong Kong and Macao professionals. For instance, in the architecture and planning sector, the Hengqin construction authorities have issued supporting documents, including filing guidelines for Hong Kong and Macao enterprises and professionals, implementation rules, and standard bidding documentation.
These measures encourage participation from Hong Kong and Macao enterprises in Hengqin's construction projects and ensure effective alignment with the relevant laws and regulations of the Chinese mainland.
The release of this list provides overseas professionals with a clearer and more direct understanding of the cross-border convenient practice policies in Hengqin, promoting the mutual integration and connectivity of domestic and international talent and accelerating the deepening of synergy between Hengqin and Macao.
