Hengqin unveils policy to support short-form drama industry offering subsidies of up 10 million yuan

The Guangdong-Macao In-Depth Cooperation Zone in Hengqin introduced a new policy on June 10 to support the development of the short-form drama industry, rolling out 12 targeted measures covering scriptwriting, filming, technology research and development, talent cultivation, and overseas distribution. The measures will take effect on June 21 and remain valid until the end of 2027.

For foreign nationals and international creators, the policy offers several direct benefits. Leveraging Macao's unique ties with Portuguese-speaking countries, the policy provides an additional 20 percent subsidy for works translated into Portuguese or Spanish, thereby helping local short-form dramas reach overseas markets. Production teams that hire foreign actors may receive a subsidy of 5,000 yuan per person, up to 100,000 yuan per production, encouraging the participation of international performing talent.

In terms of filming subsidies, productions featuring at least two Macao landmarks may receive up to 60,000 yuan per production, while those featuring at least two Hengqin landmarks are eligible for up to 50,000 yuan per production.

For technological innovation, the policy offers dual subsidies for the research, development, and application of AI tools. Enterprises developing AI tools may receive subsidies equivalent to 20 percent of their research and development expenses, up to 2 million yuan annually. Those using AI tools in production may receive subsidies equivalent to 50 percent of their actual costs, up to 1 million yuan annually.

In addition, each short-form drama production is eligible for a scriptwriting subsidy of up to 10,000 yuan, with a total annual budget cap of 10 million yuan. Enterprises that complete and release at least five short-form dramas for the first time in their operations may receive a one-time reward of up to 200,000 yuan. Studio renovation projects in designated parks are eligible for subsidies equivalent to 20 percent of actual expenses, up to 10 million yuan.
