Deputies to local people's congresses in Guangzhou's Nansha District have helped resolve a series of local issues through a mobile reporting platform and grassroots liaison mechanisms, according to recent accounts published by the Nansha District People's Congress.
The cases, handled between March and July, included malfunctioning traffic signals, debris threatening a village pumping station and a rain-damaged slope posing a safety risk to nearby residents.
One key tool used by deputies is Deputy Suishoupai (代表随手拍), a mobile reporting platform introduced by the Standing Committee of the Guangzhou Municipal People's Congress in 2022.
The platform allows deputies to photograph or film problems they encounter, add a brief description and submit reports directly. Cases are then routed through Guangzhou's 12345 government service hotline to the relevant authorities.
According to the Standing Committee of the Guangzhou Municipal People's Congress, deputies submitted 4,009 reports through Deputy Suishoupai in 2024. Most involved urban management, traffic management and urban construction, which together accounted for about 80% of all submissions. Most reported issues were small but practical matters closely related to residents' daily lives.
Floating debris cleared within a day
Guo Ruiqiu, a deputy to the Hengli Town People's Congress, spotted a large accumulation of floating debris near the water intake of a pumping station in Xinxing Village.
Concerned that the debris could disrupt the pumping station and threaten nearby farmland and flood control efforts, she photographed the scene and reported it through Deputy Suishoupai.
The Xinxing Village Committee organized a cleanup, and the debris was removed the following day.

Faulty traffic signals repaired
On June 19, Li Qiuyun, another Hengli Town deputy, noticed that traffic lights at an intersection were displaying red and green signals simultaneously as she drove through the junction.
Li pulled over, photographed the malfunction and submitted a report through Deputy Suishoupai.

An inspection by the construction center of Nansha District found that heavy rainfall had allowed water to enter the signal controller. Technicians replaced the damaged components and restored normal operation on June 30.
Deputies coordinate response to slope hazard
A separate case involved a rain-damaged slope behind a residential area in Nansha District. The issue was not reported through Deputy Suishoupai but first raised by a community liaison worker at the local people's congress deputy liaison station.
Jia Lin, a deputy to the Guangzhou Municipal People's Congress, and Li Yaohong, a deputy to the Nansha District People's Congress, subsequently coordinated with the relevant government departments to address the hazard.
Construction began in March under round-the-clock safety monitoring and was completed before the arrival of the region's main flood season.
