The Guangdong-Macao In-Depth Cooperation Zone in Hengqin has recently optimized talent policy, further increasing subsidies, deepening collaboration with Macao, and rolling out a package of new support services. Under the new measures, talents can receive up to 5.6 million yuan in living allowances.

The new policy provides tiered subsidies for high-level talents. Talents are eligible for 5.6 million yuan in living allowances, paid in equal installments over five years, along with 2.4 million yuan in housing subsidies. For young talents, those with doctoral degrees or associate senior professional titles are eligible for 180,000 yuan in living allowances and 90,000 yuan in housing subsidies. Postdoctoral researchers are entitled to comprehensive support totaling over 1 million yuan.
The measures also strengthen talent collaboration between Macao and Hengqin. Those already recognized by Macao as "high-end talents" or "outstanding talents" can be designated as high-level Hengqin talents if they are employed by a Hengqin enterprise or a related Macao company and work in the zone for at least 90 days per year. Once recognized, they are entitled to corresponding subsidies.
Macao-funded researchers can receive a one-to-one matching grant from Hengqin when bringing projects to the zone for pilot trials and commercial rollout.
The new policy also introduces a series of support services. A talent card has been launched to provide a one-stop solution covering medical care, children's education, residence and immigration, housing, and entrepreneurial services. An International Talent Station has been established, and a program has been introduced to offer free flights, hotel accommodations, and job-matching services for top-tier professionals from around the world.
