The Guangdong-Macao In-Depth Cooperation Zone in Hengqin introduced new measures to support the high-quality development of the aircraft leasing industry on September 9.
The policy will take effect on September 30 and remain valid through December 31, 2030.
The measures cover the full aircraft leasing industry chain, including bonded direct leasing, cross-border subleasing, aviation asset transactions and the dismantling and conversion of older aircraft. They also offer subsidies for Macao-related leasing businesses and special incentives for leasing domestically manufactured aircraft, supporting the global expansion of Chinese-made planes.
The policy supports market entities in carrying out bonded direct leasing and bonded subleasing in the Cooperation Zone. Businesses will receive support based on actual rental income, covering both business setup and ongoing operations, with the aim of building a more concentrated aircraft leasing sector.
Additional support will be provided for key businesses, including extending leases on aircraft leasing assets traded from overseas to the Chinese mainland, bringing in overseas second-hand aircraft for operating leases, renewing leases for aircraft previously bonded in the Chinese mainland and conducting operating leases for passenger aircraft converted to freighters. These measures are designed to diversify aircraft leasing activities in the Cooperation Zone and accelerate the development of aviation finance.
Special support will also be provided for aircraft leasing involving Macao lessees and aircraft deliveries completed in Macao. The policy aims to strengthen Macao's airport service capacity and help it become more integrated into the global aviation asset allocation system through aircraft leasing.
Leasing businesses involving domestically manufactured commercial aircraft will also receive special support, promoting China's domestically developed large passenger aircraft.
The policy further encourages the management of aircraft assets in the Cooperation Zone. Support will be offered to businesses that directly purchase older aircraft and carry out dismantling, conversion and second-hand aircraft parts sales in the Cooperation Zone.
The move is expected to promote coordinated development across aircraft leasing, trading, maintenance, dismantling and aviation parts circulation.
