Guangzhou's Nansha woos global talent with new regulations

Guangzhou's Nansha district will bring new talent development regulations into force on November 1, which officials described as a legal "invitation" to global talent at an October 20 press conference. The regulations were promulgated on October 14.

Building on Guangdong's rules for deepening comprehensive cooperation with Hong Kong and Macao, the regulations give Nansha a firmer legal footing as a major hub for international cooperation.

The 20 articles set out how the district will attract, develop, utilize and retain talent across eight groups: high-level professionals, scientists and technologists, corporate managers, skilled workers, young people, entrepreneurs, foreign nationals, and people from Hong Kong and Macao.

Nansha's talent pool now exceeds 400,000, and its pool of high-level international talent has quadrupled in three years. More than 28,000 university students have settled in the district this year, an average of 104 a day. Meanwhile, 181 of Nansha's policy innovations have been adopted at the national or provincial level.

To attract and retain global talent, Nansha plans to expand one-stop services, online and offline service platforms, and dedicated support teams for talent. Measures include tailored household registration policies, talent apartments, and international and Hong Kong-Macao schools. The district will also upgrade its 50-square-kilometer central urban area, 50-kilometer coastline and 100-kilometer cycling route to make the area more livable for international talent.
