
Guangzhou, a major economic hub in southern China, has achieved remarkable results in employment promotion during the 14th Five-Year Plan period (2021-2025), with newly added urban jobs exceeding 1.66 million, ranking first in Guangdong Province, according to a recent announcement by the city's human resources and social security authority.
Official data shows that the city's total employed population now stands at 11.388 million. In recognition of its outstanding performance, Guangzhou has been selected as a national demonstration city for enhancing public employment service capacity and named one of China's Best Cities for Employment Promotion.
Lin Nian, Deputy Director of Guangzhou MHRSS, highlighted that the city has led the country in a series of pioneering reforms and pilot programs over the past five years. For instance, the number of registered participants in the national pilot program for personal pensions has surpassed 5 million, ranking first in China. Additionally, the city was the first in the country to establish an alliance for labor security in the new economy.
Furthermore, Guangzhou has made progress in its human resources and social security efforts. The total number of skilled workers in the city has reached 4.223 million, including 1.609 million highly skilled workers, both of which rank first in Guangdong. Moreover, the operating revenue of Guangzhou's human resources service industry hit 189.1 billion yuan in 2024, leading the province, with an expected breakthrough of 200 billion yuan in 2025.

In terms of institutional innovation, Lin noted that several of Guangzhou's best practices have been promoted nationwide. For example, the "establishment of a full-chain policy system for the examination, evaluation, and recognition of overseas talent" was highlighted as a typical case of the Greater Bay Area's rules connectivity by Guangdong Province.
Looking ahead to the 15th Five-Year Plan period (2026-2030), Guangzhou MHRSS will focus on a people-centered development philosophy. The bureau will strive to achieve more breakthroughs in safeguarding and improving people's livelihoods.
