Overview of characteristic industries of Shenzhen

The year 2025 signifies the conclusion of the 14th Five-Year Plan and the 45th anniversary of the establishment of the Shenzhen Special Economic Zone. Positioned at the forefront of China's reform and opening-up initiative, Shenzhen, leveraging its unique geographical location, open institutional environment, and relentless spirit of innovation, has evolved from a small fishing village into a globally recognized metropolis, symbolizing a marvel of China's economic development. Currently, Shenzhen is dedicated to constructing a pilot demonstration zone for socialism with Chinese characteristics and establishing itself as a model city for Chinese-style modernization.

All-round Policy Support

Shenzhen will concentrate on facilitating the accelerated, and in some cases extraordinary, development of key industries, key products, key clusters, and key enterprises. This effort will further promote the growth of strategic emerging industries and the establishment of future industries.

In 2024, the added value of eight industrial clusters—semiconductors and ICs, ultra-high-definition video display (M11), software and information services, AI, low-altitude economy and aerospace, new energy, robotics, and ICVs—grew by double digits. Additionally, four enterprises were included in the national world-class enterprise cultivation pool, maintaining the country's leading position.

Multi-level Talent Support

The city will enhance efforts to attract and cultivate global talent and refine the entire chain of systems and mechanisms for talent cultivation, utilization, evaluation, service, support, and incentives. Currently, the city boasts over 26,000 high-level professionals, more than 220,000 returned overseas students, a total of 4.06 million skilled workers, and nearly 7 million talented people across various fields, accounting for nearly 40% of the city's permanent resident population.

High-quality Space Guarantee 

Shenzhen will systematically organize 72 contiguous areas covering approximately 100 square kilometers citywide, dedicating 24 square kilometers of prime land for global investment promotion. Additionally, efforts will be made to construct a series of modern industrial parks characterized by differentiated and coordinated development, concentrated high-end resources, and prominent core functions, providing spatial assurance for further advancing the high-quality development of strategic emerging industry clusters and future-oriented industries.

High-standard Business Environment

Following the principles of marketization, rule of law, and internationalization, the city will build a business environment that facilitates the development of industries and business entities. This includes establishing high-standard economic and trade rules, fostering an internationalized atmosphere aligned with global practices, and creating a globally recognized investment destination. In 2024, 560,000 new business entities were established, increasing the total to over 4.4 million. Both the total number of business entities and the entrepreneurship density remained the highest in the country.
