Zhuhai boasts a prime location, bordering the South China Sea. It is situated 36 nautical miles east of Hong Kong by water and is connected to Macao by land in the south. Following the opening of the Hong Kong-Zhuhai-Macao Bridge, Zhuhai has become the sole mainland city directly connected to both Hong Kong and Macao via land transportation. Additionally, it serves as one of China's key port cities.
Policy Support
Zhuhai was the first city in the nation to incorporate new quality productive forces into local regulations and enact legislation targeting emerging sectors such as low-altitude transportation. The city has formulated 12 policies and measures for the low-altitude economy and 21 for the private economy, while introducing nearly 70 industrial support measures focused on large-scale AI models, ICs, biomedicine, and health.
Industrial Layout
Zhuhai aims to pioneer the construction of a "sky city" and operate China's first low-altitude air traffic management service platform, which will cover an area of 3,600 square kilometers. This initiative ensures the proper takeoff, management, and development of the low-altitude economy. Furthermore, the city will make forward-looking plans for future-oriented industries, accelerate the development of a "cloud smart city," and introduce and cultivate over 40 large-scale AI models enterprises. The city has been selected as one of the first pilot cities for large-scale Beidou system applications. It aims to deploy 10,000P computing power by the end of 2025.
Scenario Development
The city will open up application scenarios for value mining, business development, and innovation cultivation, and launch a scenario opportunity list featuring initiatives such as smart management of modern marine ranches, "integrated PV storage and charging"demonstration stations, and "good house" large-scale model applications.
Financial and Talent Empowerment
Zhuhai will enhance support policies for early-stage, small-scale, long-term, and hard-tech investments and establish a new quality productive forces fund cluster with a total scale of RMB80 billion. The city will implement an action plan to double the number of high-end professionals and innovation teams, offering housing incentives to newly introduced young professionals, such as the "first-year rent waiver and second-and-third-year rent reduction" policy. In Project 985 universities located in Zhuhai, such as Sun Yat-sen University and Beijing Institute of Technology (Zhuhai), pioneering programs have been launched in fields like AI, unmanned aircraft systems engineering, and aircraft manufacturing engineering.
