On February 19, the Maoming Dianbai-Foshan Nanhai Industrial Cooperation Park (hereinafter referred to as the "Cooperation Park") was inaugurated in Foshan City. This marks the first "reverse enclave" jointly built by provincial, city, district, and township levels in Guangdong Province.
The term "reverse enclave" refers to a unique economic model in which less-developed regions establish industrial parks or economic zones within more-developed areas, rather than the traditional "enclave economy," where developed regions set up zones in less-developed areas. In March 2023, Guangdong Province introduced a policy supporting cities in eastern, western, and northern Guangdong to set up "Reverse Enclaves" within the Pearl River Delta. This initiative aims to promote cross-regional economic cooperation, optimize resource allocation, and achieve mutual benefits by leveraging the advanced infrastructure, talent, and market advantages of the developed regions.
The Cooperation Park aims to become a benchmark for "reverse enclave" initiatives under the High-quality Development Project for Guangdong Counties, Towns and Villages.
The Cooperation Park is located within the Yuehai Intelligent Manufacturing Industry Park in Shishan Town, Nanhai District. The park comprises six high-standard factory buildings with a total construction area of 166,300 square meters, making it the largest "reverse enclave" established between Foshan and Maoming to date.

The Yuehai Intelligent Manufacturing Industry Park is developed and operated by Yuehai Yuan Tou, a subsidiary of the provincial state-owned enterprise Yuehai Group. Under the coordination of the Foshan-Maoming Command Center, Nanhai District, Dianbai District, Shishan Town, and Yuehai Yuan Tou have jointly established a recruitment team for the Cooperation Park. By creating a unified recruitment platform, they have achieved interconnected information and promoted the efficient allocation of resources.
Three companies sign agreements to move into the Cooperation Park.
On the day of the event, three companies signed agreements to move into the park, covering fields such as big data, new energy, and advanced manufacturing. Companies that sign agreements can immediately start renovation upon entry. Enterprises moving into the park will enjoy equal access to provincial, municipal, and park-level industrial and talent policies.
Since the pairing, Foshan and Maoming have jointly promoted the construction of several cooperation parks. For example, the Foshan Nanhai (Maoming Dianbai) Industrial Transfer Cooperation Park was inaugurated in May last year. By the end of last year, it had introduced 25 industrial projects with a planned total investment of approximately 3.1 billion yuan, and 18 projects had already been settled. This time, Nanhai and Dianbai have once again joined hands to build an industrial cooperation park, aiming to create a comprehensive hub for in-depth resource integration and a frontier base for industrial transformation and development.
