New plan issued to guide Hengqin’s industrial development over next 5 years

Recently, the Guangdong-Macao In-Depth Cooperation Zone in Hengqin released an industrial development plan for 2025 to 2029.

The plan outlines key developments for four emerging industries (Tech R&D & advanced manufacturing, TCM & Macao brands, culture & tourism, modern finance), the integration between Hengqin and Macao, optimizing the business environment, and shaping the spatial layout of industrial development.

The plan proposes a model for integrated industrial development featuring “Macao platforms + international resources + Hengqin space + shared outcomes,” aiming to transform Hengqin into a global hub for health and wellness, cultural vibrancy, digital innovation, and financial services.

For the technology R&D and advanced manufacturing sectors, the plan calls for building a technology innovation platform, including accelerating the construction of innovation infrastructure, promoting the application of cutting-edge global technologies, and supporting the establishment of industrial bases by Macao's higher education institutions.

A dedicated section highlights the key projects for Hengqin-Macao industrial integration. It emphasizes strengthening cooperation in culture, tourism, conventions and exhibitions, and commerce, supporting Macao’s development as a world tourism center. The two regions will co-host exhibition events and jointly develop trade and cross-border logistics, deepening the “one event, two regions” model of resource sharing.

The plan also proposes a range of measures to build a world-class business environment, such as enhancing the cultivation and protection of market players, establishing a hub for talents, and fostering an open market. By facilitating trade and investment, Hengqin aims to offer enterprises broader development opportunities and benefits.
