Recently, the Shenzhen Municipal People's Government has officially approved and enacted the Shenzhen Underground Space Development Plan (2025-2035), formulated by the Shenzhen Bureau of Planning and Natural Resources. A total of 48 areas have been identified as key locations for the development of underground space, with ten of these located in the Nanshan District.
The ten designated areas in Nanshan District are the Houhai Central District (后海中心区片区), the Shenzhen Bay Super Headquarters Base (深圳湾超级总部基地片区), the Xili Center-Liuxian Cave (西丽中心—留仙洞片区), the South Zone of Shenzhen High-Tech Industrial Park (SHIP) (高新园南片区), the Peripheral Zone of Xili Comprehensive Transportation Hub (西丽站枢纽周边片区), the Nanyou Zone (南油片区), the Sea World Zone (海上世界片区), the Daxin Zone (大新片区), the Guiwan Zone (桂湾片区), and the Qianwan-Mawan Zone (前湾—妈湾片区).
Underground transportation facilities are one of the key functions of utilizing underground space.
The plan requires that:
Underground rail transit systems should be integrated into a multi-dimensional spatial framework and be interconnected with surrounding hubs.
Underground pedestrian passages are encouraged to connect underground rail transit stations with nearby major facilities, forming a "10-minute weather-protected walking circle".
Underground parking facilities should be developed with a focus on vertical expansion, shared use, and smart technology, while also increasing supply in older neighborhoods and hospitals in the vicinity.
The new blueprint for underground space planning resembles an intricate "double-sided embroidery": above ground lies a globally influential metropolis, while underground is a scientific, sophisticated, and intelligent "mirror city".
