Guangzhou government has issued a draft of e-bike regulations on July 13, proposing the implementation of e-bike licensing and the alteration of e-bike control areas. Here are the responses to some of the citizens' major concerns.

What types of e-bikes can be licensed?
As stated in the draft, e-bikes on the road should be up to the Safety Technical Specification for Electric Bicycle (GB17761-2018) with the China Compulsory Certification (CCC).
Delivery e-bikes are no exception in terms of the two standards. Illegally modified or substandard e-bikes are prohibited from licensing.
How can residents license their private e-bikes?
For the draft, Guangzhou locals need to bring valid ID cards, while residence permit is extra required for non-local residents. Each resident can register license for one e-bike.
Citizens can register license online or offline. After submitting the identity certificate of the owner, the proof of source of the e-bike, the certificate of conformity or proof of import of the e-bike, and the e-bike’s detail information in the mini program (not made public yet), residents will have to go to an offline service point to hand over the e-bike for examination and then install the plate. With the payment for plate completed, the e-bike is successfully licensed.
Or, residents can buy already licensed e-bikes with plates installed at the selling points directly.
Are existing e-bikes still allowed drive on the road?
According to Guangzhou traffic police, transitional regulations will be conducted on existing e-bikes in the control areas. For instance, e-bikes can be ridden on roads apart from main roads and restricted ones in the transition period.
Nevertheless, the traffic police haven't mentioned the existing e-bikes outside the control areas, nor did they specify the transition period. Stay tuned on GDToday to make sure you don't miss out on further announcements.
