Is it reasonable to have to pay extra money for a parcel in storage lockers after working late hours? Fengchao charging overtime fees on their storage lockers has caused heated discussion among netizens recently.
Fengchao announced that starting from April 30th, users who doesn’t pick up their parcels within 12 hours of delivery will be charged with overtime fees (0.5 yuan / 12 hours, with a charge ceiling of 3 yuan), however, not on official holidays, and is accompanied by a membership system.
The truth is, the delivery man already needs to pay when he puts your parcels in the express cabinet. Therefore, some netizens have labelled this as double charging, and Fengchao has been boycotted by some neighborhoods in Shanghai.
“Using Fengchao storage lockers must fully respect the consumer's right to choose independently. If the delivery company puts the parcel into the storage locker without the recipient's consent, consumers can recover the costs incurred through legal channels.”
The Guangdong Provincial Postal Administration has responded to this incident, stating that companies must strictly implement the delivery service agreement in accordance with relevant regulations, and ensure delivery service quality.
How to avoid being charged with overtime fees?
1.Don’t give the deliveryman consent to use storage lockers.
2.If you need to put your parcel in the locker, remember to take it out within 12 hours of delivery.
3.If your parcels have been put in a storage locker without your consent, which has caused you to incur overtime fees, losses can be recovered:
A.When consumers encounter service quality problems, they can firstly make a complaint to the relevant delivery company, according to Measures for the Handling of Consumer Complaints in Postal Industry.
B.If the complaint is not answered within 7 days of being lodged, the consumer is not satisfied with the result, or the complaint channel of the express company is blocked, and the complaint isn’t acknowledged, consumers can file a complaint with postal industry consumer complaint center (Guangdong: http://gd.spb.gov.cn/).
