Becoming world-class manufacturing base: Guangdong unveils blueprint for the coming years

Guangdong has issued the 14th Five-year Plan on high-quality manufacturing development (hereinafter referred to as "the plan"), proposing by 2025 the added value of manufacturing in Guangdong will make up over 30% of provincial GDP, in which high-tech part account for up to 33%.

The plan lays out directions in the development of diversified industries, and envisions in future years to become a world-class manufacturing and innovation base.

During the past five years, Guangdong has all along been at the national forefront of manufacturing, and has unprecedentedly leaped to global second-tier. But industry structure is still in want of improvement due to an imbalance involving predominant electronic information and underdeveloped mid-range to high-end product with supply shortage.

In order to globalize Guangdong's mid-range and high-end products as well as to forge international competitiveness, the plan sets up several goals, both overall and specific as well as mapping out six strategies.

The overall goals give visions of Guangdong manufacturing industries in 2025 and 2035, where Guangdong will manage to be one of the world-class bases as well as manufacturing core areas. The specific goals, which are mainly indicator-based, include manufacturing's proportion in provincial GDP, R&D investment ratio for enterprises and product qualified rate.

As per the strategies stated in the plan, Guangdong should primarily focus on innovation, which requires reinforcement of core techs such as integrated circuits, new materials, industrial software, and high-end equipment.

Guangdong is also expected to build pillar and emerging industrial clusters, practice "green", low-carbon development, improve product quality, and optimize business environments for enterprises, among others.
